My point is,
i am outside of the country,but they are going forward with some demolition and new planing construction despite the legal *CAUTION*,and any investors or new potential buyer or owner should be aware of this *CAUTION*that is duly registered with land office

With all due respect it really doesn't matter if you understand
this unless you are involved as a potential investor/buyer.

i am doing this to protect other people to get in same situation

For the benefit of those not involved but curious.
A caution is a legal document registered at register of lands served to parties similar to a cease
and desist order.

In this case papers were duly served, there is a lien placed on the
property and no work should be undertaken until the matter is legally
resolved in front of a Magistrate.

CAUTION IS:

1* Legal document admit by legal system to be deposit at land register to freeze any transaction on this specific title

2* When caution is effective,it is impossible to registered any transactions,sale,mortgage,without consent
of cautionner

3* as soon it is deposit and registered.it is a public documentation

4* the caution freeze asset till court judgment
