Got to state here that the law clearly states who is in charge of the rig. It is Transocean's rig and the Transocean OIM is the Ultimate Authority responsible for the safety of the crew and equipment. His word is final. In this instance it seems as though he didn't step up to the plate. If we think the OIM is the Capitan of a ship here, and the BP company man is the one with the treasure map, then it may be a little clearer who should be making decisions about the safety of the ship in a storm.
