In a soft market the beachfront will continue to hold its value whereas the second row will loose more proportionately.

The breeze and the view will never change on the beachfront lot whereas the back properties will change based on what is constructed in front of you.

Hurricanes are not really an issue as the cost of insurance is exactly the same for the first row or the second row. Of course those storms happen so infrequently they are not something that you should concern yourself with from an investment point of view.

If you look carefully at the beachfront property before you buy you will get a great idea as to the traffic you are going to have to deal with. South has no vehicles on the beach and north of town some areas do.

If you have a fixed budget then simply work with that and see what you can get on the front or the back and see if a particular property is really going to make a difference.
