Thank you Elbert. I am afraid it all still seems rather strange and haphazard to me. Is there no central registration for school age children? Is it possible that children are simply not going to school because there are no spaces available? Is there any kind of licensing or accreditation authority for schools?

When you use the terms public and private are they being used in the English or American sense?

I am not trying to start anything here. I am just very curious because of all the various comments posted here and elsewhere about the schools.
