I haven't done a night dive in years but we used to call the big parrot fish VW's. They would secure themselves into crevices in the coral and excrete a protective film around themselves. They were so big that you could not get a picture of anything but one section of the fish. If this is what they were catching them double shame on them!
AND - Good for the officials doing their job and not backing off when they very easily could have.
