Despite all this empty rhetoric the United States continues it's policy of a privatized "Jail for Profit" system.
It has 5% of the world's population and 25% of it's prisoners.

The "Land of the Free" has the highest incarceration rate in the world and half of all Federal inmates are drug offenders.
