Ultra light spinning (4-6lb) and light casting (10-14lb) reels with appropriate rods will do for the flats or inside the reef. Make sure your drags are in good order. The guides have equipment ranging from very good to awful. My suggestion is at least to bring your own reels and put them on the boat rods, unless you have quality travel rods.
A 6' muskie rod with a fast tip and some backbone will do nicely against a barracuda,but it's the wrong tool if your going out for tarpon IMO.
As for guides, Severo Guerrero is excellent (severo@btl.net). I used him last month and highly recommmend him.
