The San Pedro police have been cracking down on drunk driving and being drunk in public. That is very different from drinking in public.
A while back the Town issued an ordinance against drinking from beer bottles on the beach and streets. Reason - bottle easily became weapons. Conscientious establishments will offer you a plastic cup if you want to leave and take your beer with you.

Great pictures. We were counting the days before we saw the pictures...but now all I can think about is 54 more days until I'll be parked on one of those bar stools with Beliken in hand!!

Re post sort of off topic.....My son, a medical student was on a bus in the mountain of Belize, the driver was drinking a beer. My son asked the driver if there was an open container law in Belize....The driver reached into a cooler, handed my son a beer and said....you have to finish the open container, throw it out the window before opening another container....true

All of the pontificating aside..The answer is quite simple to your query. Locals know a "Haul your rass cup" is cool as long as you don't make a scene. Tourists can walk the beach with a beer any time, as long as they are also cool and are not disruptive or rude. The law was made in the first place to keep the Island relaxed for tourists, as a few locals occationally abused the freedom to drink in public.
