Bob Dole frequently refers to himself in the third person. (Illeism is usually considered an affectation of bad writers, but I think we can safely include almost all politicians in that category.)

In terms of usage of the royal "we," it's been suggested:
"Three groups are permitted that usage: pregnant women, royalty, and schizophrenics. Which one are you?"
