Israel also comes pretty close to having an actual balanced budget, with its deficit being less than 10% of GDP, and has less than 20% of its population "below the poverty line"

Palestine* (territories of Gaza, West Bank, East Jerusalem)despite billions of economic aid, produce virtually nothing and have 60% of their population below the poverty line.

They do however seem to productive a martyred leader every now and again who passes on with a very healthy bank account somewhere outside of Gaza!
