When I purchased my cart just over a year ago the permit was transferable.

It seems illogical to have a permit that does not go with the cart. The driver gets the license with personal discription, the cart gets the permit with description. They can charge a transfer fee if money is the object, of course brand new carts coming to the island would have to have a permit. I dunno, in my opinion, it is more of a risk to buy a cart and hope for a permit than to buy a cart with a permit that nobody ever sees, and in the meantime, try to get one of your own. JMHO.

I suggest you go to traffic and discuss it with them.
