We have discovered that if you buy your duty free items (liquor and cigarettes in particular) after you arrive in BZE at the arrival duty free shop, they will allow you to bring many more items than if you bring them from duty free in the US. Don't ask because I don't know. I just know this is the way it has been working lately.
