Do keep in mind that Saga, a voluntary group, depending entirely on donations, with no government funding, may be able to speak to the owner but they can undertake no enforcement. It is against the law to have a dog dangerously at large. The police are responsible for enforcement.

Okay....Pleeeaaase don't zap the dog with the taser/stun gun..... When used for an animal attack; the taser/stun gun companies suggest the noise alone will send the animal running in another direction......I have used one in this manner and it worked like a charm..... No need to connect or shoot them with the projectile prongs.......If you have ever heard the sound of a taser up close you know what I'm talking about....Good luck with this issue.... I truly hope it works out well for everyone.

It seems that most people are willing to make animals suffer because of the short comings of their owners. I really don't think that is an effective tool. If the dog is biting you by all means defend yourself. If the dog is aggressive and you know the owner speak with them. If nothing happens speak with SAGA. I am fairly certain that SAGA has been given some authority to capture and hold animals by the town for. If the problem persists hit the owner with a baseball bat or give them a shot with the taser.

Saga can only pick up strays, which is a duty the town board may allocate. Criminal law, requires police enforcement. Not only that but as Saga only receives voluntary donations and barely scrapes by, it is helpful for the public to place the responsibility with the authority that is funded to provide the required service. As stated, Saga can talk to them, but any enforcement would require the involvement of the police.

And yes, hurting the dog may only escalate the situation both with the dog and the owner.

I have many dogs and one training method that works is to put some coins into a tin can and shake it for effect. It is a matter of redirecting it's attention and right now it sounds like he thinks he has the better of you. Hope you soon get it sorted best of luck.
