They can apply for green cards John. I know, and have aided, several in obtaining them. They just for some bewildering cannot enter the lottery for greenies.

Uncle Sam also treats them unfairly in other ways as well.

The rules for applying for applying for a green card seem to be so complicated. You may be able to qualify if you:
have family in the USA,
work for a company that can transfer you,
can employ US citizens,
you can offer the US your qualified job that is in demand in the US,
can be sponsored by a US person/company.
This leaves me and my husband, who are self employed graphic designers with no staff, trying to look for loop holes to get there. I'm sure there must be ways but haven't come across any yet.

What does it take to be sponsored by a US citizen?
I'm not in FL but only 90 miles from the border.

The other border. I'm 90 miles north of the FL line in Georgia :-0. Haven't been to Cuba since the Mariel fiasco. Don't plan to go back!

Interesting, however, that folks from Ireland & Northern Ireland are eligible for the lottery, but not England, Scotland and Wales. confused hrell even Iranians,Iraqis and North Koreans are elgible eek

ahhh....just found the "reason".....
*************
Lists of non-qualifying Countries for DV2006

For DV-2006, natives of the following countries are not eligible to apply because they sent a total of more than 50,000 immigrants to the U.S. in the previous five years: CANADA, CHINA (mainland-born), COLOMBIA, DOMINICAN REPUBLIC, EL SALVADOR, HAITI, INDIA, JAMAICA, MEXICO, PAKISTAN, PHILIPPINES, RUSSIA, SOUTH KOREA, UNITED KINGDOM includes the following dependent areas: Anguilla, Bermuda, British Virgin Islands, Cayman Islands, Falkland Islands, Gibraltar, Montserrat, Pitcairn, St. Helena, Turks and Caicos Islands. (except Northern Ireland) and its dependent territories, and VIETNAM. Persons born in Hong Kong SAR, Macau SAR and Taiwan are eligible.
http://www.us-immigration.com/dv_lottery/qualifying.html
********************

Theoretically the list changes year-to-year, based upon a rolloing 5-yr census of applicants admitted via other methods.

It is my understanding, having been involved in several various attemopts, that in "most" cases, only a "company" may sponsor a green card hopeful. Just wanting to do a kind thing, to help out a (in our minds) deserving soul is not enough. Humanitarian reasons apparently are not acceptable for private individuals, in most cases.

Dear klcman,
Well, that answered my question. I had wonderful neighbors in NJ from 1987-1989. They were from a small town near London. The husband worked for an accounting firm that got him a green card to come to the US. The family stayed, had a baby here, and then left the US after the husband got mugged in NYC on his way home from work. I believe he had post traumatic stress disorder from the experience.
My husband travel into NYC every month and have been in the city very late at night. We travel the subways. We have never been mugged. So, don't think it happens all the time!
