I look at it this way.
The bridge was the first phase to get thru, now it will open up the way for improvements to the road. First things first, next would be to, at least start the process of grading the existing road, so it is usable most of the time.
This would require home, land owners to start to encourage the local gov. to think about next phase. This will happen in due time, and if done right, we can make a difference, as how it will look and also, the least impact on the land, and those who oppose this next phase.
