Here in Oregon, with a medical marijuana permit, one is licensed by the state to grow. You can have 6 large flowering adult plants, 13 smaller plants (under 1 foot), and can possess up to 24 ounces dried. the police, doctors, courts, etc all got together and rewrote the bill a couple years ago and it passed in a popular vote of the state.
