Bill's ideas are wonderful but he has put the cart before the horse.
The biggest problem the barges face is lack of depth from the end of the island to the marina. At high tide and empty most of the barges would be grounded trying to get to the wonderful pier/dock that Bill has installed.
There would have to be about 2 miles of mechanical dredging and/or blasting to allow navigation to the new marina with the existing barges.
