Nonetheless, my concerns are for development that tries to maintain non-native plants and the use of chemicals in that effort. No doubt these are detrimental to this delicate environment. Having lived in the Midwest all of my life, I have seen first hand the effects of the use of chemicals; both in crops and livestock, on the local streams. Google "three-legged frogs" and you will get many reputable articles discussing the worldwide problem; as well as explanations of why amphibian life is indicative of other processes in nature.
Allowing the placement of such development seems to be contradictory to saving the ocean environments. Especially after all we understand about the long term effects of chemicals and development of coastal areas.
