Might want to ask Danny what kind of garbage is in his opinion, ok for fill. My caretaker calls my garden clippings garbage. I still burry vegetable matter in the ground, and call it garbage. Virtually all residences and resorts north of the cut disposed of their garbage until recently as landfill, and some still do.
If memory serves me correctly, the whole of San Marcos was originally the town dump. Landfill with household trash is pretty common. Not saying it is the best thing in the world, but burning it doesn't do much for the environment either. It think that is is critical to discuss details like where and what, because there is no escaping the fact that trash will be going in the ground.
Waterside locations or over water locations are clearly the most sensitive environmentally, and should have carefully managed waste management.
Until we have sustainable recycling we will face solutions that are at best, the lesser of available evils.
It is time for a comprehensive island wide solution and legislation to support it.
