Don't they have to have high structures that some one would have seen and reported?

I suppose a lot depends on how deep the water is that they're drilling in.

I know what the problem is.

Have you ever tried making decisions while counting large sums of money? It is very hard as you become very focused on the counting.

Example:

Please accept this cash donnation on behalf of (insert the name of the country or developer or corporation here).

Not very big when the spill in the gulf covers 2000 sq miles.....and the coastline of Belize is only 200 miles long.

i don't know where the money goes from the oil in Spanish lookout, but when you drive the southern hyway,, all you see are tanker trucks going back and forth from independence to Spanish lookout.
BUT,, fuel was just raised to over 10$ a gallon?

Doesn't matter where the oil is produced, what matters is where it is refined. Does Belize have an oil refinery?

Well, that's the problem. Your oil is getting shipped off shore to a refinery and then has to travel back to you in the form of gasoline and other by-products of the refining process. In other words, the price received for the oil at the wellhead, has to have the price of transportation and refining deducted and then again, the price of transportation of the gas back to your island has to be paid too. (I don't really believe that it is Belizean oil that is being refined into the gas that is making its way back to your island).
