Found this website with a cheap easy to make FAD. Looks pretty simple.

Nothing is simple here.
The FAD is in 3500' of water
Just the rope and rigging cost ten grand.
The ballast is 1200 lbs. It has a hurricane loop with the biggest swivels I have ever seen.
Its not simple.
