Back to the original point - there is a simple solution to vastly help the roads (until they are paved, someday). I have worked for a road dept. in the states. Yes, we do have dirt roads in the states - all the roads aren't paved in gold, like some locals think. You have to constantly add material (sand or hardcore or clay, etc.) while doing the grading process. The grader operator spots low areas and calls for a dump truck to bring some material to that area and it is graded into the road. The sand roads on the island are graded on a fairly timely basis when they are dry and we as residents appreciate it very much, but, if you simply keep grading without adding fill, the road just gets lower and lower and eventually becomes like a ditch. The shoulders of the road are higher than the road itself and the water can't drain off. That's why the roads are worse now than previous years. I know our island doesn't have quite the resources they do in the states, but our grader operator knows the roads best and where a little fill is needed occasionally and that would help the problem enormously.
