Gas and Water are reasonable Rubbish is part of your property tax unless a business and again reasonable Less than US100 unless you go mad or have a pool. Electric is the big one. Multiple a/c units fridges freezers etc are the big consumers. I have a 1500 Sq ft Two bedroom rental home and electric alone runs min US$200 max US$400 per month when all a/c's are on most of the day. No a/c looking at lower end. Cable TV for US$20 is the best deal

Does anyone know why there is so little solar use for individual residential energy production. Seems an excellent alternative to the high cost of power. Is it regulated by the govt. for the power companies to maintain control of prices?
I think you are giving way too much credit to a well thought out plan by any government ... especially Belize. I would say you do not see it more because it is expensive. If it is expensive in the States and few know how to harness the sun I can only imagine the costs of solar in Belize. There are a few places on the island that are supplementing their energy use with solar but they also are not in the average citizen income bracket I would think.
