It's much easier to understand if you know that the water and sewerage project is just more BS this administration puts out, It isn't going to happen so it doesn't matter if they plan it in the middle of the proposed marine reserve.

For $25M USD you can pave the road to the end of the island south and go to Basil Jones to the north. In the road construction simply put in place a utility culvert (where you can eventually run water, sewer, phone, electric and cable). When someone wants water or sewer they can pay to move it along. Put in place regulations that require all residences to retrofit their septic systems and put in place additional regulations for safer septic systems in the future.

This is by far the biggest waste of money yet.

having a good all weather road will do more for future development than a sewer and water line!

My concern is that political posturing might actually gain traction and get off the ground... inevitably funds would run short, corners would be cut, work would be left undone, etc... What's worse than an ill conceived project being built? An ill conceived project being 1/2 built.

Perhaps a better political legacy would be going down in history as the administration that built a decent, smart, modern road and who didn't F-up the eco-system our tourism depends on...

Question: Uh... just where would a "sewage lagoon" disperse to during the next big storm???
