My son wants to get the classroom and closed environment stuff out of the way before he get to Belize and has found a NASE certified instructor. Can he get a referral from NASE and then have a PADI instructor certify his open water dive? Or are there NASE instructors in Ambergriscaye?

I am not aware of NASE instructors here.
I would suggest that he take his class and pool from a PADI instructor where he is. PADI is everywhere.

We just got back from Ambergris, out kids took the classroom and pool portion of the PADI course at home and then used Happy and Grumpy for the referal, they were great, with the two kids they had private lessons for the same cost as other dive shops down there. They have a very good boat, and good equipment. They are very thorough and work closely with the kids who were 13 and 16 yrs old.
