I have lived on the island full time since 2003, I joined the QRP program the year before.
When I signed up it was to be permanent residency but because of some fraud in the immigration program when I got my card it says "temporary" and has t6o be renewed each year Because the laws keep changing I don't know which direction to go in. I appreciate any and all feedback.

My limited understanding is QRP needs to be updated each year as there is a minimum investment/bank deposit required each year to keep it current so that needs to be shown hence its renewable? Immigration at the highest level you can get to is the route for a definitive answer though.

When QRP was first instituted you were considered under permanent resident status. That was changed several years after to permanent visitor status. You always had to prove finances every year or either status could be revoked. Mostly what changed is the extra fees you have to pay when exiting Belize versus a resident. We chose residency so as to not have our money tied up in Belizean dollars.
