If you have the old system title then you land needs to be registered in the new title system. This is referred to as "first registration" and the process these days is taking about 6 months or so. Your title is no technically "marketable" until you undergo the first registration process and have new land certificates issued. Even though you may own the land outright and it is free and clear of liens and encumbrances you cannot transfer the title to a new owner until the first registration process is completed.
This is because the older title system is flawed and open to mistakes. The new system is one parcel of land, one designation number and the original title is required for every transaction and therefore more robust.
