Cabinet Brief November 25
The Cabinet, chaired by the Prime Minister Hon. John Briceño met in regular session on November 24th, 2020.
The Cabinet received a full report from the Hon. Michel Chebat, Minister of Health and Wellness, regarding the effects of the COVID-19 pandemic in Belize. Cabinet considered the report, noted the dire effects of the pandemic, the fact that there is no plan in place to address the crisis, and approved the new measures to be implemented with a view to arresting the spread of the virus.
The Ministry of Health will hold a press conference on Thursday, November 26th, to update the public on the crisis arising from the COVID-19 outbreak. The Minister will lay out the Government's plan to address the COVID-19 pandemic and announce new measures including an increase in the number of testing centers to increase testing and an aggressive awareness campaign.
The Hon. Orlando Habet, Minister of Sustainable Development, Climate Change and Disaster Risk Management, briefed the Cabinet on the National Emergency Management Organization's preliminary report on the impact of the rains associated with Hurricanes ETA and IOTA. The preliminary estimate of loss exceeds BZ$150 million countrywide. This includes loss to agriculture, housing and infrastructure.
To alleviate the needs of persons affected by the flooding situation, Cabinet approved the request for funding by the Ministry of Sustainable Development, Climate Change, and Disaster Risk Management, for food assessment for 5,000 Belizeans.
At the request of the Hon. Julius Espat, Minister of Infrastructure Development and Housing, the Cabinet approved initial funding to begin road works especially on the major roads and highways severely impacted by the recent rains and floods. The Cabinet will revisit this matter at its next regular meeting.
Following the presentation at last week's meeting on the State of Public Finances and the Economy presented by Mr. Joseph Waight, Financial Secretary; Ambassador Joy Grant, Governor of the Central Bank; and Mr. Kareem Michaels, Deputy Governor of the Central Bank, Cabinet received a further brief on the state of the economy and Government finances. Cabinet agreed to present a new budget for the remainder of the financial year at its first working session of the House of Representatives in early December.
The Prime Minister Hon. John Briceño informed Cabinet that Ambassador Joy Grant, Governor of the Central Bank of Belize, had informed him that at a meeting held on November 18th, 2020, that the Central Bank granted the approval of the merger between the Belize Bank Limited with the Bank of Nova Scotia Limited. The Cabinet noted that under the Domestic Banks and Financial Institutions Act this approval was granted by the Central Bank of Belize and not the Minister of Finance. The Cabinet also decided that it would move promptly to appoint a new Board for the Central Bank of Belize.
Finally, the Cabinet considered a letter from the Public Service Union (PSU) regarding the investigation into the "fire sale" of Government's assets by the previous administration. The Cabinet agreed to meet with the PSU to look into setting up a committee to further investigate this matter.

Cabinet Brief December 2, 2020
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met remotely in regular session on Tuesday, December 1st, 2020.
• Cabinet decided to launch a full investigation into the "sell-off" of government assets by the previous administration. The inquiry will include representatives from the Ministry of Finance, the Attorney General's Ministry, the Ministry of the Public Service and representatives from the Public Service Union and the private sector.
• In accordance with its commitment to full transparency, Cabinet decided to authorize a forensic audit of Belize Infrastructure Limited, including all projects it administered.
• Hon. Julius Espat, Minister of Infrastructure Development and Housing, updated the Cabinet on the current state of the nation's roads, bridges and culverts and the need for emergency repairs and restoration. In this regard, Cabinet approved additional funding of BZ$9 million for road works especially on the major roads and highways severely impacted by the recent rains and floods.
• The Attorney General, Hon. Magali Marin-Young, presented a proposal to amend the legislation to impose time limits for the delivery of judgments in the Supreme Court and Court of Appeals. The Hon. Attorney General informed Cabinet that she had consulted the President of the Court of Appeal, the Acting Chief Justice and the Belize Bar Association before presenting the proposal. Cabinet decided that the legislation would not come into effect immediately and agreed to approve an increase in the allocation for the Judiciary in next year's budget.
• Cabinet also discussed important amendments to the Contractor General Act including proposals to introduce an independent Public Contracts Commission to review and approve the award of public contracts and to work along with the Contractor General to investigate any suspicious public contracts.
• The Hon. Michel Chebat, Minister of Health and Wellness, updated Cabinet on the current effects of the pandemic and measures recently implemented. Minister Chebat informed Cabinet that a memorandum of understanding was signed between the Ministry of Health and the Ministry of Agriculture for the use of the laboratory at the Belize Agricultural Health Authority for COVID-19 PCR testing. This will scale up the capacity for PCR testing.
The Minister also indicated that the Ministry of Health and Wellness will be doubling the lab staff to decrease the turnaround time for results.
• The Hon. Orlando Habet, the Minister of Sustainable Development, Climate Change and Disaster Risk Management, updated the Cabinet on NEMO's ongoing assistance as a result of the impact of the rains associated with Hurricanes ETA and IOTA. The Minister informed Cabinet that assistance for food, household appliances and other supplies were being provided to more than 2,800 Belizeans. Cabinet requested the production of an updated map of flood-prone areas by NEMO. This deadline for completion is before the start of the 2021 Hurricane Season.

Cabinet Brief December 9, 2020
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met remotely in regular session on Tuesday, December 8th, 2020.
• Cabinet approved $930,000 for a special December COVID-19 Relief Fund to be equitably distributed among 31 constituencies to assist disadvantaged Belizeans. The Hon. Dolores Balderamos Garcia, Minister of Human Development, Families and Indigenous Peoples' Affairs, informed Cabinet that funds for the Food Assistance Program (FAP) were completely depleted prior to the general elections leaving the Program substantially out of funds for the remainder of the financial year.
Additionally, Cabinet approved allocation of resources necessary to fund the FAP for December and agreed that the Minister of Finance along with the Minister of Human Development will examine the possibility of additional funding for continuation of the Program.
• The establishment of a Diaspora Relations Unit under the Ministry of Tourism and Diaspora Relations was approved by Cabinet to develop, engage, and strengthen the linkages between the Government and Belizeans living abroad.
• Cabinet established a subcommittee to review Government's options in connection with employment contracts of the past administration's political appointees.
• Cabinet approved the constitution of an Economic Recovery Advisory Team to make recommendations to engineer sustainable economic activity, protect and create jobs, and successfully emerge from the current economic crisis stemming from the 2019 UDP administration recession, the COVID-19 pandemic and weather-related shocks as well as the resulting collapse of the tourism and other sectors of the economy.

Cabinet Brief December 17, 2020
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met remotely in regular session on Tuesday, December 15, 2020.
• Cabinet approved the request by Hon. Kareem Musa, Minister of Home Affairs and New Industry, for the recruitment of Intake 95 of the Belize Police Department. This new intake will increase the ranks of the Police Department by 225 new constables. Intake 95 will commence January 2021.
• Cabinet discussed and approved new COVID-19 measures which will be presented to the nation at a press conference hosted by Hon. Michel Chebat, Minister of Health and Wellness, and his team on Friday, December 18, 2020.
• Cabinet approved the formation of a committee to be led by Hon. Andre Perez, Minister of the Blue Economy and Civil Aviation, to review and develop standard operating procedures for passenger entry at the Phillip Goldson International Airport. A significant increase in arrivals is projected for the next few months, and therefore the arrival process must be more efficient.
• Cabinet was briefed by Hon. Dolores Balderamos Garcia, Minister of Human Development, Families and Indigenous Peoples' Affairs, on the roll-out of the Belize COVID-19 Cash Transfer Program (BCCAT). The Minister informed that the program, which is being funded by the World Bank, has begun accepting applications for COVID-19 relief assistance to eligible persons who are not already receiving assistance through BOOST and the COVID Food Assistance Program.

Cabinet Brief January 4, 2021
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met remotely in regular session on Monday, January 4, 2021.
• Cabinet approved the introduction of legislation at the next sitting of the House of Representatives, scheduled for Friday, January 8, 2021, to empower the Central Bank of Belize to provide for emergency programs and facilities to assist during unusual and necessary economic circumstances.
• Cabinet discussed and approved a request by Hon. Orlando Habet, Minister of Sustainable Development, Climate Change and Disaster Risk Management, to review all short-term logging licenses issued on national land for the logging season October 2020 to July 2021.
• Cabinet approved the formation of an inter-ministerial committee to review the Misuse of Drugs Legislation to recommend amendments to facilitate the proper development of the hemp industry and to establish a national hemp policy as well as monitoring mechanisms. The committee will include Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise; Hon. Kareem Musa, Minister of Home Affairs and New Growth Industries; and Hon. Orlando Habet, Minister of Sustainable Development, Climate Change and Disaster Risk Management.
• Cabinet approved the introduction of a General Revenue (Supplementary Appropriations) Bill to cover urgent and unforeseen expenditure for the period after November 11, 2020 to March 31, 2021.
• Cabinet approved the signing of a memorandum of understanding between the National Forensic Science Services (NFSS) and the Central American Health Sciences University in order to formalize a working relationship between the two entities. This will ensure that the forensic post-mortem examinations for medicolegal death investigations can continue in a manner that is aligned with the strategic priorities of the NFSS. Additionally, the Coroner's Act will be repealed and replaced by modern legislation.
• The Prime Minister informed Cabinet that a state funeral will be held in honour of Dr. Dame Elmira Minita Gordon, Belize's First Governor General.

Cabinet Brief January 14, 2021
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met remotely in regular session on Tuesday, January 12, 2021.
• Cabinet approved the addition of Energy to the portfolio of the Ministry of Public Utilities and Logistics. A corrigendum will be published in the next publication of The Gazette to announce that the Ministry will now be known as the Ministry of Public Utilities, Energy and Logistics.
• Hon. Dolores Balderamos Garica, Minister of Human Development Families and Indigenous Peoples' Affairs, updated the Cabinet on the Caribbean Court of Justice judgement No. BZCV2014/002 The Maya Land Leaders Alliance, Toledo Alcalde Association and Others v. the Attorney General of Belize, commonly known as the Maya Land Rights Case. Cabinet took note of the status of Government's obligation under the Consent Order and agreed that a mechanism be worked out to ensure progress towards compliance of the consent order.
• Cabinet approved the formation of an inter-ministerial committee including Hon. Michel Chebat, Minister of Health and Wellness; Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise; Hon. Kareem Musa, Minister of Home Affairs and New Growth Industries; and Hon. Anthony Mahler, Minister of Tourism and Diaspora Relations, to review plans and protocols for the reopening of the Corozal Free Zone.
• The Prime Minister informed Cabinet that he would be traveling on personal leave from January 12 to 17, 2021. During his absence, Deputy Prime Minister Hon. Cordel Hyde will act as Prime Minister and Minister of Finance and Economic Development.

Cabinet Brief January 18, 2021
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on January 26, 2021.
• Cabinet gave its approval for the ratification of three CARIFORUM Bilateral Agreements: a free trade agreement between CARICOM and the Dominican Republic, an agreement on trade, economic and technical cooperation between CARICOM and Venezuela, and an agreement on trade, economic and technical cooperation between CARICOM and Colombia. These agreements were ratified at today's special sitting of the Senate.
• The Minister of Health and Wellness, Hon. Michel Chebat, will hold a press conference on Friday, January 29, 2021, at 2:00 p.m. to update the public on the COVID-19 situation and to announce new measures.
The Cabinet also received a report from the Minister of Health on proposals for the reopening of the Corozal Free Zone and gave its approval for the resumption of business at the Free Zone on February 1, 2021.
• The Prime Minister informed Cabinet that he signed the order to convene a Commission of Inquiry to investigate the sale of government assets between the period October 2019 to November 2020. The three-member commission will include Mr. E. Andrew Marshalleck, S.C., Chairman; Mr. Luke Martinez, representative of the Public Service Union; and Mr. Marcello Blake, representative of the Belize Chamber of Commerce and Industry.
• The Prime Minister will lead budget consultations along with Hon. Anthony Mahler and Hon. Chris Coye and their technical team. The consultations will commence with the private sector and social partners in the first week of February. Additionally, the Prime Minister informed that Hon. Francis Fonseca will lead consultations with the Belize National Teachers Union and the Public Service Union. Minister Fonseca will be joined by the Deputy Prime Minister Hon. Cordel Hyde and Hon. Henry Charles Usher.
• Finally, the Prime Minister informed Cabinet that he will notify the Speaker of the House of Representatives to call for a sitting of the House of Representatives on Friday, February 5, 2021.

Cabinet Brief February 3, 2021
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on February 1, 2021.
• The Prime Minister Hon. John Briceño informed Cabinet of the appointment of 11 ambassadors who have been designated to fill bi-lateral and multi-lateral posts abroad. Those designated represent a cross-section of the community and a mix of new and experienced professionals. Notably, 40 percent of the designates are women.
• The Cabinet was appraised of developments to preserve trade preferences with the United Kingdom through the ratification of the CARIFORUM/UK Economic Partnership Agreement which will allow Belize to claim duty-free and quota-free access to the UK market for goods and services. Besides access to traditional goods like bananas and sugar, Government will pursue opportunities for areas of cooperation and private sector investments.
• At the request of the Hon. Oscar Requeña, Minister of Rural Transformation, Community Development, Labour and Local Government, Cabinet approved funding for the long overdue rehabilitation of the Sarteneja Village Water System. The funds will be used to retrofit and repair the reverse osmosis system.
• The Cabinet gave its approval for Belize to become a member of the International Solar Alliance (ISA). The ISA is an intergovernmental organization that works to deepen cooperation on renewable energy, specifically solar energy. Belize would join the 84-member alliance and would benefit from funding, technology and expertise to assist in the country's ability to exploit its potential in solar energy, thereby, allowing for the production of cheaper and cleaner energy.
• The Cabinet was updated on the establishment of a fast-track unit for private sector investment in the Office of the Prime Minister.
• In connection with its commitment to good governance, Cabinet gave its support to introduce a Motion to Amend the Standing Orders for the House of Representatives. This motion will be presented to House of Representatives at its meeting on Friday, February 5, 2021, and seeks, among other things, to reconstitute the Public Accounts Committee to increase its membership from six to nine by the addition of three social partner senators to its membership.

Cabinet Brief February 12, 2021
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on Tuesday, February 9, 2021.
• Cabinet welcomed the mid-term report from the Economic Recovery Advisory Team. The group is tasked with making recommendations to engineer sustainable economic activity and to protect and create jobs to successfully emerge from the current economic crisis. The report was discussed, and nine ministerial working groups were established to review the recommendations and advise on implementation thereof by way of report to Cabinet at its meeting at the end of February for urgent consideration and action.
• Cabinet approved the re-establishment of the National Trade Negotiating Commission (NTNC) which will comprise of representatives from the private sector, civil society and government. This NTNC will serve as a forum for dialogue among public and private sector and to provide advice and make recommendations to Government on trade policy issues, trade agreements and information sharing. In addition, the Commission will, when appropriate, participate in trade negotiating sessions.
• Cabinet also gave its approval for the Ministry of Education, Culture, Science and Technology to review the Belize Education Sector Reform Project II, a loan project between the Government and the Caribbean Development Bank that provides funding for projects that enhance the learning environment for primary and secondary school students. In light of the COVID-19 pandemic, Cabinet is of the view that this project should be reviewed to ensure optimal benefit to Belizean students.
• Cabinet supported a request by the Ministry of Foreign Affairs, Foreign Trade and Immigration for the replacement of the outdated and obsolete passport system with a new and modern e-passport system, including biometric data which will be more secure and allow for greater efficiency.
• As a result of market contraction, the local dairy industry contracted by 53 percent in January 2021. To this end, Cabinet gave its support to set up a working committee to include local producers of dairy products to seek ways to create the environment necessary to foster the growth of a competitive dairy sector and to find ways to make better use of the excess milk in the market.

Cabinet Brief February 17, 2021
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on Tuesday, February 16, 2021.
• Cabinet received a full report from the Hon. Francis Fonseca, Minister of Education, Culture, Science and Technology, on the consultations held with the unions from February 10 to 12, 2021. Cabinet discussed thoroughly the recommendations and requests for information made by the unions and agreed to urgently provide a comprehensive response and to have follow-up discussions.
• Cabinet received an update on the COVID-19 pandemic and reviewed the plan from the Ministry of Health and Wellness on the rollout of the vaccine. Of special note was the overall decline in COVID-19 cases, which has fallen from an average of 182 positive cases per day to a daily average of 22, bringing the daily positivity rate from 20 percent in November and December to the current average daily positivity rate of 4.5 percent.
With respect to the vaccine, a four-phase rollout plan, which should start by the end of March, was presented to Cabinet. The plan seeks to vaccinate over 200,000 Belizeans in 120 days and will start with healthcare workers, the elderly, vulnerable citizens with mental and physical disabilities, teachers and other frontline persons.
• Cabinet gave its approval for the Ministry of Tourism and Diaspora Relations to introduce a long-stay visitor program to allow for extended visitor permits for targeted visitors and nationalities. This program is aimed at encouraging tourists to stay longer through a "Work Where You Vacation" Program. In addition, Cabinet gave its approval for the Ministry of Tourism to expand and improve the Qualified Retired Persons Incentive Program.
• Finally, Government will procure that the stipends paid by public utilities and statutory bodies to non-executive directors be cut by 50% effective March 2021.

Cabinet Brief March 17, 2021
The Cabinet, chaired by the Prime Minister Honourable John Briceño, met in regular session on March 16, 2021.
• Cabinet received the Joint Union's response to Government's proposals to address the dire state of public finances and approved the progression of discussion with the unions in good faith.
• Cabinet received an update from the Ministry of Health and Wellness on the COVID-19 Vaccine Rollout Plan and on the first phase of vaccinations. Cabinet welcomed the news that already 10,000 Belizeans have received their first vaccination at the rate of 600 persons per day. This is in line with Government's plan to vaccinate over 200,000 Belizeans in 120 days.
• Cabinet received a report on the deteriorating position of the Development Finance Corporation (DFC) and endorsed a proposed plan for corrective measures which will enable the DFC to access and provide credit to the productive sectors.
• Finally, Cabinet endorsed the development of a centralized procurement unit within the Ministry of Finance with a view to generate savings of up to BZ$25 million annually.

Cabinet Brief March 24, 2021
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on March 23, 2021.
• The Government of Belize's Union Budget Consultation Team updated Cabinet on its response to the unions' latest correspondence and its intent to continue further discussions in good faith.
• Cabinet approved the plan from the Ministry of Education for the phased return to face-to-face instruction of schools at all levels and sectors across the country beginning April 12, 2021.
• Cabinet took note of the efforts being made by the Ministry of Finance, Economic Development and Industry to consolidate and modernize the Company's Law Framework in Belize, which is a critical step toward improving investor confidence, boosting competitiveness and modernizing this important sector.
• Cabinet approved the National Tourism Recovery Plan presented by the Ministry of Tourism and Diaspora Relations which includes plans to place Belize's tourism sector back on path with pre-pandemic growth trends, motivate the sector to embrace more market centric, digitally inclined and resilient future.
• Cabinet approved the recommendations by the Ministry of the Blue Economy and Civil Aviation for the planned modernization of Belize's Aviation Safety and Security Oversight System.
The recommendations include:
- Modernizing the oversight system to address the current problems in the system
- Consider future hiring of more aviation professionals that will allow for management of future growth in the aviation industry
- Putting measures in place to allow for revenue collection from aviation activities
- Seek funding for the continued implementation of the modernization of Belize's aviation safety and oversight system.
• Finally, Cabinet received an update from Hon. Eamon Courtenay, Minister of Foreign Affairs, Foreign Trade and Immigration, of the results of the successful meeting between the Ministers of Foreign Affairs of Belize and the Republic of Guatemala where both ministers expressed a desire to improve the bilateral relationship, especially in the areas of trade and the importance of maintaining dialogue and implementation of the 2005 Confidence Building Measures.

Cabinet Brief March 30, 2021
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on March 30, 2021.
• Cabinet received an update from its union consultation team on the progress of discussions with the Joint Union concerning fiscal adjustment efforts. Further consultations will continue on April 5, 2021.
• Cabinet approved the protocols presented by the Ministry of Health & Wellness for the re-opening of casinos scheduled for April 15, 2021.
• Cabinet approved the extension of the curfew to April 15, 2021.
• The Minister of Health & Wellness informed Cabinet that an additional 33,600 AstraZeneca vaccines would be arriving in Belize on Mach 31, 2021. This is the first shipment of vaccines through the COVAX facility.
• Finally, Cabinet supported the call from the Minister of Home Affairs and New Growth Industries for adherence to all safety measures over the Easter weekend and endorsed the "Easter Safety Three Ws Campaign to wash your hands, wear your mask and watch your distance."

The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on April 6, 2021.
• Cabinet received its latest update from its union consultation team on the discussions with the joint union concerning fiscal adjustment efforts.
• Cabinet welcomed the news from the Ministry of Health and Wellness that more than 23,000 Belizeans have received their first dose of the AstraZeneca vaccine.
• Finally, Cabinet gave its approval for a number of bills which will be presented at Friday's sitting of the House of Representatives.

Cabinet Brief April 20, 2021
• Cabinet was informed that Hon. Henry Charles Usher, Minister of the Public Service, Constitutional and Political Reform, wrote to the Joint Unions requesting their views on his preliminary proposals for the fixing of salaries of public officers in accordance with the Constitution. The Unions responded to the Minister's letter indicating their position against a salary cut as proposed in the Minister's letter or otherwise. The Minister of the Public Service, Constitutional and Political Reform informed Cabinet that he would fix the salaries of public officers having regard to the deteriorated state of public finances and the views and suggestions raised by the Joint Unions.
Complementing the decision of the Minister of the Public Service, Constitutional and Political Reform, Cabinet decided that it would take such steps as necessary to grant a land credit in favour of the affected public officers equivalent to 50% of the salary adjustment, which credit may be exercisable on the acquisition of land from government.
Cabinet remains committed to the points set out in its letter of 30th March 2021.
• Cabinet requested that the Minister of Public Utilities, Energy and Logistics review the lease agreement signed by Edmond Castro, the former minister responsible for ports, and Recological Systems Limited for 25 years. This contract was signed on 9th November 2020, two days before the 11th November 2020 General Elections and after the House of Representatives was dissolved.
• Cabinet authorized the delivery of 50,000 tons of sugarcane from Orange Walk and Corozal sugarcane farmers to be milled by the Santander Sugar Group. With this decision, farmers will be able to generate income from sugar cane, which would have otherwise been left standing in the fields.
• Cabinet approved the appointment of a high-level Citrus Working Group to be appointed by the Minister of Agriculture, Food Security and Enterprise tasked with preparing concrete recommendations to chart the way forward for the Belize Citrus Industry. The Citrus Working Group will include representatives from the two grower associations, Citrus Growers Association and Belize Citrus Mutual, Citrus Products of Belize Limited, Development Finance Corporation, Ministry of Agriculture, Food Security and Enterprise, and Ministry of Foreign Affairs, Foreign Trade and Immigration.
• Cabinet gave its approval for the resumption of non-contact sports and for training only for those involved in contact sports as well as to allow for recreational sports. In addition, Cabinet will review the protocols in relation to sporting activities in the coming months with a view to allow for spectator sports.
• Finally, Cabinet gave its approval for further amendments to the Land Utilization Act, Chapter 188, which will be presented at the Sitting of the House of Representatives.

Cabinet Brief April 28, 2021
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 27th April 2021.
• Minister of the Public Service, Constitutional and Political Reform Hon. Henry Charles Usher informed the Cabinet that he wrote to the Joint Unions on 22nd April outlining Government's position.
• Cabinet was informed by Hon. Michel Chebat, Minister of Health & Wellness, that to date, 40,000 Belizeans have received their first dose of the AstraZeneca vaccination, which is in line with Government's plan to ensure that 70% of Belizeans who wish to be vaccinated are vaccinated by September.
• Cabinet approved further amendments to Statutory Instrument No. 33 of 2021.
• Cabinet gave its approval for Hon. Oscar Requena, Minister of Rural Transformation, Community Development, Labour and Local Government, to develop and execute a National Child Labour Policy to replace the existing 2009 policy. In addition, Cabinet also supported the request by the Minister to introduce amendments to the Labour Act, Chapter 279 of the Laws of Belize and for the ratification of the International Labour Organization (ILO) Convention in relation to labour administration and to present outstanding annual reports to the International Labour Office, which is in fulfilment of ILO Convention to which Belize is a signatory.
• Finally, Cabinet welcomed the second half of the report from the Economic Recovery Advisory Committee and agreed to set up a number of ministerial subcommittees to review the recommendations of the advisory committee with a view to fast-track implementation of the recommendations.

Cabinet Brief May 13, 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 11th May 2021.
• Cabinet received an update from the Ministerial Consultation Team on their recent meetings with the Joint Unions and decided that the Prime Minister will inform the unions of government's firm position in writing. Additionally, PM Briceño informed that he would address the nation on the position of the Government, as he felt that ALL Belizeans have a right to know the real situation going into this meeting between the parties.
• Cabinet approved the enactment of a modern securities law for Belize that is consistent with international standards. The existence of a comprehensive and sound regulatory framework will enable the much-needed development of a capital market in Belize and bring down the cost of capital by giving potential investors confidence in the Belizean capital market.
• Cabinet gave its approval for the strengthening and upgrading of the National Fire Service of Belize which includes infrastructure improvements in Belize City, Ladyville, Trial Farm, Independence and Placencia villages. In addition, Cabinet gave its approval for the establishment of a National Fire Service Advisory Committee.
• Cabinet gave its approval for the Ministry of Infrastructure Development and Housing to begin the process of incorporating into Belize's legislative framework standards which will guide the design, planning, permitting and construction of building structures and dwellings in Belize.
• Finally, Cabinet will institute a temporary travel ban on persons who have travelled to or originated from or have transited the Republic of India and the People's Republic of Bangladesh. This temporary ban is due to the rising numbers of persons in these countries infected with the COVID-19 virus.

Cabinet Brief May 20, 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 18th May 2021.
• Cabinet received an update from the Ministerial Consultation Team on their last meetings with the Joint Unions and decided that a letter of clarification be sent to the Joint Unions to confirm the five-hour workweek reduction; that the forbearance period to allow for borrowers up to the end of December would apply to the entire portfolio including but not limited to mortgages; requesting that the National Trade Union Congress of Belize propose a nominee to serve on the board of directors of the National Bank of Belize; and to remind the members of the unions that any public officer continuing to strike beyond 14th May will not be paid any salary for any period on strike thereafter.
• Cabinet approved a plan to restructure the core functions of the Belize Bureau of Standards by designating the Supplies Control Act and the compliance component of the Standards Act into a Supplies Control Unit administered by the Ministry of Agriculture, Food Security and Enterprise, and to appoint a Controller of Supplies in accordance with the Supplies Control Act.
• Cabinet gave its approval for the designation of the remaining national lands within the South Water Caye and Sapodilla Caye marine reserves as mangrove forests reserves. In addition, Cabinet authorized the drafting of legislation that will enable the protection of these national lands. This will help to protect the mangroves on these remaining national lands and will assist in meeting the timeline for corrective measures for Belize to make progress and to address some key issues negatively affecting the status of the Belize Barrier Reef Reserve System as a World Heritage Site.
• Cabinet gave its approval for the introduction of legislation to amend the Court of Appeal Act to allow for more than four justices of appeal to be appointed.
• Cabinet gave its approval for the reopening of land and sea border points to receive foreign tourists, namely, the Santa Elena Northern Border, Benque Viejo del Carmen Western Border, San Pedro and Punta Gorda borders. The borders will be opened by 31st May for foreign tourists who wish to visit Belize for recreation and vacation purposes. Only tourists who are pre-booked at gold standard certified accommodations will be allowed entry into Belize.
• Finally, Cabinet approved the establishment of the Belize Advisory Safety Policy to allow for improved compliance by Belize in fulfilling its obligations under the International Civil Aviation Convention.

Cabinet Brief June 2nd 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 1st June 2021.
• Cabinet welcomed the comprehensive Completion Report of the Emergency Works carried out from November 2020 to May 2021 from Hon. Julius Espat, Minister of Infrastructure Development and Housing. The report includes infrastructure works conducted after the passing of hurricanes ETA and IOTA and funds Cabinet approved to urgently restore and repair countrywide damage to roadways and road infrastructure and to make repairs to the national road network and streets that were already in a state of disrepair due to years of neglect.
• Hon. Cordel Hyde, Deputy Prime Minister and Minister of Natural Resources, Petroleum and Mining, informed Cabinet about the technical challenges faced by Belize for managing the growing volumes of waste, the challenges in waste collection services, particularly in relation to rural communities, and the lack of adequate recycling programs and insufficient management practices at disposal sites.
Cabinet gave its full support for the establishment of an inter-ministerial committee to find ways to develop a plan to address these important waste management issues.
• Hon. Anthony Mahler, Minister of Tourism and Diaspora Relations, reported on his visit to the northern border and his exchange with the Mexican press in relation to the 31st May 2021 phased reopening of land and sea border points to receive foreign tourists, namely, the Santa Elena Northern Border, Benque Viejo del Carmen Western Border, San Pedro and Punta Gorda borders for foreign tourists who wish to visit Belize for recreation and vacation purposes. Only tourists who are pre-booked at Gold Standard Certified accommodations for a period of no less than three days will be allowed entry into Belize.
• Finally, the Prime Minister informed Cabinet that he was departing the country on Tuesday, 1st June 2021, to Guatemala City for an official visit with President Alejandro Giammattei Falla and that he would return to Belize on Thursday, 3rd June 2021. During his absence Hon. Cordel Hyde, Deputy Prime Minister, will act as Prime Minister.

Cabinet Brief June 17th 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 15th June 2021.
• Cabinet received a report on the Prime Minister's first official visit to Guatemala, where discussions were held on trade, security cooperation, migration, support for the Organization of American State's Office in the Adjacency Zone and the improvement of bilateral relations through the work of the Joint Commission. In addition, the Prime Minister met with the Guatemalan Chamber of Commerce and Industry where he welcomed private investments to Belize. The Prime Minister also met with Belizeans studying in Guatemala.
• Hon. Eamon Courtenay, Minister of Foreign Affairs, Foreign Trade and Immigration, briefed Cabinet on recent actions taken by the Government of Nicaragua against important opposition leaders. Belize has issued a statement along with Costa Rica, Guatemala, Panama, the Dominican Republic, and Spain, reminding the Government of Nicaragua that actions against important opposition leaders threaten the free exercise of democracy.
• In reference to the standardization of working hours for the Public Service as a part of government's undertaking with the unions on the reduction of working hours, Cabinet decided on the opening hours for government offices to the public. The new hours of operation are 9:00 a.m. to 5:00 p.m. from Monday to Thursday and 9:00 a.m. to 4:30 p.m. on Friday, and as an exception, may include rotation schedules if deemed necessary or other alternative work arrangements outside of indicated hours.
• Cabinet applauded the report from the Ministry of Agriculture that the 2021 vegetable crop was one of the most successful in recent years. This year's crop was completely sold out and farmers welcomed the ministry's intervention in controlling imports. This is in line with government's farm-to-table initiative to promote eating what you grow and growing what you eat, as outlined in Plan Belize.
• Cabinet endorsed a pilot project from the Ministry of Infrastructure Development and Housing to provide housing for the most vulnerable Belizeans and to construct a small number of low-income houses per district this fiscal year. This is in keeping with Plan Belize, which seeks to provide citizen accessibility to adequate, affordable, quality housing.
• Cabinet approved a request by the Ministry of Health & Wellness to increase efficiency of revenue collection at government-run hospitals by standardizing fees across the public health facilities and implementing a social program for low-income earners and the indigent population.
Additionally, Cabinet approved the promotion of 37 essential nurse specialists in all categories and welcomed the initiative by the ministry to grant 50 Scholarships for persons wishing to study nursing.
• Cabinet endorsed the National Trade Facilitation Implementation Roadmap to improve the technical capacity of the government in identifying important measures to reform Belize's performance and improve the competitiveness of our industries.
• Cabinet welcomed the report from the Minister of Tourism and Diaspora Relations that cruise tourism will return to Belize with the first port of call on 7th July 2021. In this regard, Cabinet appointed a ministerial subcommittee comprised of the Ministry of Tourism and Diaspora Relations and the Ministry of Health & Wellness to develop a set of COVID-19 protocols to ensure safe entry of cruise tourists to Belize".

Cabinet Brief June 30th 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 29th June 2021.
• Cabinet received an update from health professionals at the Ministry of Health & Wellness on the current state of affairs with respect to COVID-19 including the announcement of a ramped-up vaccination campaign and recommendations for new measures to prevent the spread of the virus.
• Cabinet was apprised of the challenges Belize and other member states in CARICOM face in advancing the CARICOM Single Market and Economy (CSME) integration process. To this end, Cabinet took note of the actions necessary to overcome those challenges and approved the appointment of persons in various ministries to support the work to implement policies relevant to Belize regarding the CSME.
• Cabinet approved amendments to the Tax Administration and Procedure Act to enable the Belize Tax Services Department to better pursue tax defaulters both criminally and civilly.
• Cabinet gave its approval for the introduction of key E-Governance Legislation relating to electronic transactions, data sharing and protection, and a new Electronic Transfer of Funds Crime Bill.
• Finally, Cabinet approved the amendment to the Misuse of Drugs Act that would provide for the creation of a regulated and responsible cannabis industry for Belize.

Cabinet Brief July 6th 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 6th July 2021.
• Cabinet was briefed by Samantha Matute-Tucker, Assistant Solicitor General, in relation to the undertaking of the Government to adopt affirmative measures, in consultation with the Maya people or their representatives, to identify and protect the rights of the Maya customary laws and land tenure.
• Cabinet approved its first fiscal incentive to Caye Chapel Company Limited to develop Caye Chapel into a luxury destination branded as a Four Seasons Resort, including a 100-room hotel that would employ over 400 Belizeans. Additionally, over 200 Belizeans are expected to be employed during the construction of the condominium-style rooms, spas, golf course, restaurant, marina, and airstrip. The owners have already invested over BZ$100 million and expect to receive revenues of more than BZ$125 million annually over the next five years.
• Hon. Michel Chebat, Minister of Health & Wellness, reported to Cabinet that since the 30th June roll-out of the vaccine campaign, 12,340 vaccines were issued countrywide. As of 5th July 2021, 93,275 persons have received their first vaccine and 34,341 have received both doses.
The Minister of Health & Wellness reported to Cabinet that due to the rising number of cases in the Toledo District, a two-week lockdown of Barranco, Conejo and Midway villages was put in place as of Friday, 2nd July. Since the lockdown, food hampers have been delivered to villagers every four days and a weekly stipend of $150.00 is being given to every household in the affected villages.
• Cabinet gave its approval for the establishment of an entertainment and recreation park with a Designated Processing Area (DPA) in the area where the casinos are located at the northern Belize border with Mexico. This is to allow for the area to be transitioned into a Special Border Entertainment and Recreation Zone to take advantage of the opportunity that exists in developing the tourism potential in the area.
• Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise, informed Cabinet that he will lead a delegation to Chetumal, Mexico, on 8th July 2021, to hold talks on trade and agriculture with his Mexican counterparts.
• Finally, the Prime Minister informed Cabinet that he will be travelling to the U.S. to meet with António Guterres, UN Secretary-General. The meeting with the Secretary-General will include various issues including climate change, Belize's work on the Economic and Social Council, security, the COVID-19 pandemic, and the Guatemalan claim to Belizean territory, which is now before the International Court of Justice. During his absence, the Hon. Cordel Hyde, Deputy Prime Minister, will act as Prime Minister.

Cabinet Brief July 13th 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 13th July 2021.
• Cabinet received a report from Hon. Jose Abelardo Mai, Minister of Agriculture & Enterprise, on his recent bilateral meeting with Dr. Victor Manuel Villalobos Arambula, Secretary of Agriculture of Mexico. Successful discussions were held on a number of issues ranging from the restart of the exportation of shrimp to Mexico, expansion of cattle exports into Mexico, collaboration on the production of soy beans as well as the possibility of collaboration on pitahaya and soursop production for export and additional support for Belize's coconut and citrus industries.
• Hon. Michel Chebat, Minister of Health & Wellness, informed the Cabinet that as of Monday, 12th July 2021, 107,617 or 25% of Belizeans had received their first dose of the COVID-19 vaccine and 39,463 or 9% had been fully vaccinated. In the first week of the new vaccination campaign, a record 19,111 persons were vaccinated.
• After receiving an update on the number of new COVID-19 infections, Cabinet gave its approval to extend the lockdown in the southern villages of Barranco, Midway and Conejo until 31st July 2021.
• Cabinet gave its approval for the upgrade of the water system in San Antonio Village in the Toledo District. This measure is being taken to meet current demand for water due to the number of residents in the village.
• Cabinet approved the signing of the revised Constitutive Agreement of the Mundo Maya Organization and appointed Hon. Anthony Mahler, Minister of Tourism & Diaspora Relations, to sign the revised agreement on behalf of the Government.
• Finally, Cabinet gave its approval for the Belize Intellectual Property Office (BELIPO) to adopt the Harmonized Database of acceptable goods and services for the classification of trademark applications.

Cabinet Brief July 20th 2021
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 20th July 2021.
• Cabinet received a report from Hon. Michel Chebat, Minister of Health & Wellness, on the rising number of COVID-19 detections and approved new measures and restrictions which will come into effect on Sunday, 25th July 2021.
• Cabinet received an update from Hon. Henry Charles Usher, Minister of the Public Service, Constitutional and Political Reform, on the redistricting exercise and urged that a plan be finalized and presented to Cabinet.
• Cabinet discussed the June 2021 Trafficking in Persons Report and approved steps to improve performance in combatting this issue in Belize, calling on all relevant ministries to implement the recommendations made in the report where appropriate. In addition, Cabinet restored funding to enable implementation of the plan.
• Cabinet approved the completion and validation of the protocols for accompanied and unaccompanied migrant children in Belize. This protocol requires validation prior to its implementation and is guided by national, regional, and international conventions and gives priority to children's right to life, survival, security and shelter.
• Cabinet gave its approval to conduct an exercise for the re-delineation of municipal boundaries for Dangriga, Corozal, Orange Walk, San Pedro, San Ignacio/Santa Elena, Benque Viejo and Punta Gorda towns. This is in support of a 2012 request by the Belize Mayors' Association to re-delineate municipal boundaries.
• Hon. Oscar Requena, Minister of Rural Transformation, Community Development, Labour & Local Government, informed Cabinet that he received a letter from the President of the Christian Workers' Union (CWU), dated 13th July 2021, informing that the CWU was invoking the 21 days' notice to institute industrial action against the Port of Belize Limited (PBL). In response, the Labour Commissioner will meet with the parties to develop a protocol on how the talks will proceed and scheduled the first meeting for 20th July 2021.
Cabinet took note of recent developments and requested that the Labour Commissioner extend all efforts to mediate a successful outcome in the deliberations between the CWU and PBL.
• Hon. Florencio Marin, Jr., Minister of National Defence & Border Security, reported to Cabinet on his recent working visit to New Orleans, Louisiana, in the United States, where he and his delegation were hosted by the U.S. Military to commemorate the 25th Anniversary of the State Partnership Program between Belize and the Louisiana National Guard.
During his visit, Minister Marin and his delegation met with the High Command of the Louisiana National Guard and were appraised of the State Partnership Program between the Belize Defence Force (BDF), the Belize Coast Guard and the Louisiana National Guard.
Minister Marin discussed matters of cooperation between Belize and the Louisiana National Guard, including training opportunities, sharing of expertise, and assistance to the Belize Youth Challenge Programme. In recognition and in honour of the 25th Anniversary of the State Partnership Program, Belize received commendation from Governor John Bel Edwards of Louisiana.
The delegation included Hon. Oscar Mira, Minister of State; Ret'd Brigadier General Dario Tapia, CEO; Rear Admiral John Borland, Chief of Defence Staff; Brigadier General Steven Ortega, Commander of the BDF; Commander Gregory Soberanis, Acting Commandant of the Belize Coast Guard; and Force Sergeant Major Wilfredo Majano of the BDF.

Cabinet Brief August 10, 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 10th August 2021.
• Cabinet received an update from the Ministry of Health & Wellness informing that Belize is currently experiencing its third wave of COVID-19. In addition, reports received from the Central Medical Laboratory on 9th August 2021 indicate the presence of the following variants in Belize: Alpha, Gamma and Delta. In response to the presence of the very active Delta variant, Cabinet agreed to extend the current regulations, including the 9:00 p.m. to 4:00 a.m. curfew until 31st August 2021.
• Cabinet was apprised of the status of vaccines and the number of vaccines available in Belize. As of 9th August 2021, 141,770 or 32 percent of the population had received at least one dose of the vaccine and 56,330 or 13 percent of the population had been fully vaccinated.
• Cabinet requested the Attorney General seek medical expertise from the Ministry of Health & Wellness to explore all necessary legal measures that the government may lawfully implement to help contain the spread of COVD-19, including options to implement mandatory coronavirus vaccinations for both the public and private sectors or to require vaccination passes for the use of public spaces and for business facilities.
• Finally, Cabinet asked the Attorney General to explore the increase in penalties for offences relating to the spread of falsehoods, in particular the spread of disinformation on public health matters.

Cabinet Brief August 18, 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 17th August 2021.
• Cabinet was apprised by the Ministry of Health & Wellness on the current situation at the Karl Heusner Memorial Hospital and the national response to the third wave of COVID-19. So far this year the virus has claimed 63 lives, six in the past week alone and is putting a strain on the health system. In response to the request from the Ministry of Health & Wellness, Cabinet has agreed to additional COVID-19 measures that will be released by the Ministry of Health & Wellness. Cabinet urges all Belizeans who have not yet been vaccinated to get vaccinated. Vaccinations save lives.
• Cabinet was updated on the status of vaccines and the number of vaccines available in Belize. As of 16th August 2021, 149,428 or 34.7 percent of the population had received at least one dose of the vaccine. This represents an increase of 7,658 new vaccinations over last week's numbers. As of 16th August 2021, 61,567 or 14.3 percent of the population has been fully vaccinated, an increase of 5,237 more Belizeans have been fully vaccinated over last week's 56,330.
• On 18th August 2021, 111,000 Pfizer vaccines arrived in Belize to be followed by 112,000 Johnson & Johnson vaccines on 21st August 2021. This first allotment of the Pfizer vaccines will be used primarily to vaccinate the 58,000 Belizean youth between the ages of 12 to 17 years old.
• The Minister of Rural Transformation, Community Development, Labor & Local Government informed Cabinet that negotiations between the Christian Workers Union and the Port of Belize over the collective bargaining agreement between the staff of the Port of Belize were progressing steadily towards a successful outcome and that the matter involving the stevedores was now before the Labour Tribunal.
• Cabinet gave its approval to make the necessary amendments to the current Trade License Regime to complete the Trade License Reform and prepare the necessary legislative amendments.
• Cabinet endorsed the enactment of Medical Waste Regulations to tackle the long-standing human, health and environmental challenge concerning the disposal of medical waste to be implemented and enforced by the Department of the Environment.
• Cabinet endorsed the timeline of activities set out by the Statistical Institute of Belize to prepare for the conduct of the May 2022 Population and Housing Census and to provide the necessary funding to conduct the census.
• Recognizing that the citrus industry is critical to Belize's socioeconomic development, Cabinet approved the allocation of $15 million in loan financing disbursed through the DFC for the industry. This financing facility will be disbursed over a three-year period at interest rates ranging from 5.5 to 8 percent for implementing short- and medium-term programs necessary for the revitalization of the citrus industry.
• Cabinet approved the lifting of the ban on visas for nationals of India and Bangladesh and requested that the Attorney General draft the appropriate statutory instrument.
• Finally, Cabinet is asking all Belizeans to remain alert, especially those in the northern districts as Hurricane Grace draws closer to the Yucatan Peninsula. Information from the National Meteorological Service of Belize indicates that at 3:00 p.m. today, Hurricane Grace was 317 miles east northeast of Corozal Town or 330 miles northeast of Belize City. Hurricane Grace is expected to make landfall somewhere between Playa del Carmen and Tulum, Mexico early morning on 19th August and will impact Belize with squally showers and thunderstorms and rains of one to four inches, which will come mostly behind the system.

Cabinet Brief August 25, 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 24th August 2021.
• Cabinet welcomed the news that Belizean Contractor M&M Ltd. was chosen for the construction of a new bridge across the Belize River to replace the Haulover Bridge at a cost of BZ$30 million. This is BZ$29 million less than the original bid of BZ$59 under the past UDP Administration for the construction of the bridge.
• Cabinet was apprised by the Ministry of Health & Wellness on the roll-out of the Pfizer vaccination for Belizeans between the ages of 12 and 17. As of Tuesday morning, 24th August, which marked the nationwide vaccine roll-out for students, 1,492 Pfizer vaccines were administered to students in Belize, Corozal and Orange Walk districts.
• Cabinet was updated on the status of vaccines and the number of vaccines available in Belize. As of 16th August 2021, 153,225 persons or 35.6% of the population had received at least one dose of the vaccine. This represents an increase of 7,658 new vaccinations over last week's numbers. Additionally, 61,567 or 14.3% of the population has been fully vaccinated, an increase of 5,237 more persons over last week's 56,330.
• On 26th August 2021, Belize will receive 112,000 Johnson & Johnson vaccines through the African Platform. These vaccines will be added to the other vaccines currently being distributed across Belize. The Johnson & Johnson vaccine is a one-shot vaccine and will be available to Belizeans in the coming days. Vaccines save lives so all Belizeans are urged to get vaccinated.
• Cabinet endorsed the updated National Determined Contributions (NDC) to be presented by the Ministry of Sustainable Development, Climate Change and Disaster Risk Management, which embodies Belize's efforts to reduce national greenhouse gas emissions while adapting to climate change. The updated NDC is the nation's plan to address climate change and partial fulfillment of Belize's commitment to the United Nations Framework Convention on Climate Change.
• Cabinet gave its approval for Belize to accede to the agreement establishing the Caribbean Customs Organization and on Mutual Administrative Assistance in Customs Matters. This agreement formally enables and fosters cooperation among its member Customs Departments for the exchange of sensitive information, customs modernization and otherwise to achieve greater efficiencies in revenue collection, trade facilitation and law enforcement.
• Cabinet was updated on the current status in the implementation of the new ePassport system and ePassports and approved the base concept of the ePassport design proposal, which should pave the way for the new passport system to be introduced in July 2022.
• Cabinet endorsed signing of a memorandum of understanding between the Ministry of Youth, Sports and E-Governance and Harvest Trading Cap Academy for the launch of a youth scholarship program in financial markets training in Belize for 5,000 youths to assist in fostering youth entrepreneurship. These scholarships will be funded by the Harvest Trading Cap Academy.
• Cabinet gave its full support and endorsement to the Belize Education Sector Strategy Plan 2021-2025 that was presented by the Hon. Francis Fonseca, Minister of Education, Culture, Science & Technology.
• Finally, Cabinet is asking all Belizeans to remain alert, as yet another system forms in the southwestern Caribbean and will move closer to our area over the next two days as a weak tropical depression. This system is expected to bring rains and flooding, especially in the northern part of the country over the course of the weekend. The National Emergency Management Organization continues to monitor the system and will provide timely updates to the nation.

Cabinet Brief August 31, 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 31st August 2021.
• Cabinet was updated on the status of vaccines and the number of vaccines available in Belize. As of 31st August 2021, 167,596 persons or 38.9 percent of the population had received at least one dose of the vaccine. This represents an increase of 18,168 new vaccinations over last week's numbers. As of 31st August 2021, 69,924 persons or 16.2 percent of the population has been fully vaccinated, an increase of 8,357 more Belizeans have been fully vaccinated over last week's 61,567.
• Since the roll out of the Pfizer vaccines, 10,638 Belizeans between the ages of 12 to 17 have received their first shot of the vaccine.
• For the health and wellness of Belizeans, Cabinet directed that all persons wishing to enter Belize through the land borders must be tested for COVID-19 at the points of entry.
• The Minister of Rural Transformation, Community Development, Labour and Local Government informed Cabinet that negotiations between the Christian Workers Union and the Port of Belize over the collective bargaining agreement between the staff of the Port of Belize continue to progress. A draft of the agreement is currently being finalized between the parties. In relation to stevedores, the meeting with the Labour Tribunal is scheduled to take place on 6th September 2021.
• Cabinet gave its approval to introduce a bill at Sitting of the House of Representatives on September 3, 2021, to amend the Summary Jurisdiction (Offences) Act Chapter 98 of the Substantive Laws of Belize to increase the penalty for the offence of spreading or publishing false news from a penalty of up to $300 or imprisonment of up to six months to $3000 or imprisonment of up to six months in the first instance.
• Cabinet gave its approval to amend the Court of Appeal Act and Court Rules to allow the Court to exercise its discretion as the Justice of the case requires on applications to extend time for appeals.
• Cabinet approved the restructuring and updating of the Belize Agricultural Health Authority (BAHA) regulations to address the removal of outdated technical terms; restructuring of regulations to ensure easy interpretation and applications; addition of regulation of new services fees; updating of fees to reflect the real cost of doing business and increasing rate of fines and penalties to foster compliance.
• Cabinet approved an extension of the Kolbe Foundation's Management contract for the Hattieville Prison.
• Finally, Cabinet requested that the Minister of Agriculture, Food Security and Enterprise instructs the Bureau of Standards to investigate the issue of price gouging at stores across Belize.

Cabinet Brief September 8, 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 7th September 2021.
• Cabinet was updated on the status of vaccines and the number of vaccines available in Belize. As of 7th September 2021, 173,077 persons or 40.2% of the population had received at least one dose of the vaccine. This represents an increase of 5,481 new vaccinations over last week's numbers. As of 7th September 2021, 76,279 persons or 17.1% of the population has been fully vaccinated, an increase of 6,365 more Belizeans have been fully vaccinated over last week's 69,924.
• Since the roll-out of the Pfizer vaccines, 14,875 Belizeans, ages 12 to 17 years, have received their first shot of the vaccine.
• The Prime Minister updated Cabinet on developments in relation to the renegotiations of the Super Bond which, if successful, would eliminate BZ$500 million of public debt or 12 cents of every dollar Belize owes. This is a part of government's home-grown recovery program with extensive budget benefits in the short-term: providing room for public finance rebound, gross fiscal saving amounting to 5% GDP in the short-term, in line with Plan Belize's commitment to secure debt relief and public debt reduction.
• Cabinet was briefed on the efforts by the Ministry of Home Affairs and New Growth Industries to get more weapons off the streets and welcomed the news from the Hon. Kareem Musa that 14 illegal weapons were seized. This was done in specific areas of Southside Belize City since the State of Emergency was instituted.
• Hon. Dolores Balderamos Garcia, Minister of Human Development, Families and Indigenous Peoples' Affairs, provided Cabinet with additional pointers on proposals to the general agreement of the Maya Free Prior and Informed Consent (FPIC) Protocol.
• Hon. Francis Fonseca, Minister of Education, Culture, Science and Technology, updated Cabinet on plans for safe and virtual activities in relation to the celebration of St. George's Caye Day.
• Finally, Cabinet wishes all Belizeans a safe and happy St. George's Caye Day and reminds everyone to wear masks, social distance, wash hands and encourages those not fully vaccinated to do so. Vaccinations save lives.

Cabinet Brief September 16, 2021
The Cabinet chaired by Prime Minister Hon. John Briceño, met in regular session on 14th September 2021.
• Cabinet was updated on the status of vaccines and the number of vaccines available in Belize. As of 14th September 2021, 176,242 persons or 40% of the population had received at least one dose of the vaccine. This represents an increase of 3,165 new vaccinations over last week's numbers. As of 14th September 2021, 81,229 persons or 18.8% of the population has been fully vaccinated, an increase of 4,950 over last week's 74,874.
• Since the roll-out of the Pfizer vaccines, 17,172 Belizeans between the ages of 12 and 17 years have received their first shot of the vaccine.
• Starting, Monday, 20th of September 2021 and for the next two weeks the new measures are as follows:
- A curfew is imposed countrywide from 7:00 p.m. to 4:00 a.m. except for San Pedro, Caye Caulker, Placencia and Hopkins, where the curfew will remain from 9:00 p.m. to 4:00 a.m.
- Restaurants will only be able to provide takeout service, except for restaurants in San Pedro, Caye Caulker, Placencia and Hopkins.
- Casinos and Churches are to be CLOSED.
- NO form of contact sports is allowed.
- Sunday, 26th September and Sunday, 3rd October 2021 will be declared NO MOVEMENT DAYS except for medical attention, to purchase medication, groceries or fuel.
• The Prime Minister informed the Cabinet of the details of the proposed offer by Belize to buy back the Superbond. Cabinet approved the terms and looks forward to a successful uptake by bondholders.
• Cabinet gave its approval for the Ministry of Foreign Affairs, Foreign Trade and Immigration to enact regulations for the CARICOM Single Market and Economy (CSME) Community Skilled Persons Act for procedures associated with the application, issuance, upgrade, replacement, and verification of skill certificates, for the revocation, surrendering and cancelation of skill certificates; for procedures to be observed when an offence is committed; and for procedures for the maintenance of a register of qualified, skilled CARICOM nationals, and to repeal the fees levied on the appendence of skilled CARICOM nationals.
• Cabinet endorsed the establishment of a gaming and lotteries commission for Belize.
• Cabinet approved the reduction of fees and waiver of overdue fees for persons requiring visa extensions to remain in Belize, and who could not remain current due to the impact of the COVID-19 pandemic.

Cabinet Brief 6th October 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 5th October 2021.
• Cabinet met with a few members of the COVID-19 Health Advisory Task Force for an update on the status of the COVID-19 pandemic and to make recommendations for the coming months. The group of medical doctors advised Cabinet that while progress was being made in terms of the number of persons vaccinated, the public must continue to take all precautions since this third wave has not yet peaked. In addition, the team of doctors presented a series of recommendations, for Cabinet's consideration, to aid in preventing the spread of COVID-19. These recommendations would cover the period from October to December 2021 and will be announced shortly by the Ministry of Health & Wellness.
• In an effort to better control the outbreak of COVID-19, Cabinet approved the establishment of a COVID-19 Enforcement Unit within the Ministry of Health & Wellness to oversee responsibilities for the maintenance of supervision and enforcement of COVID-19 protocols in all businesses and other establishments.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. As of 3rd October 2021, 198,580 persons or 48 percent had received at least one dose of the vaccine and 139,157 persons or 34 percent have been fully vaccinated.
• Cabinet approved a three-pronged approach to crime prevention that is centered on social development, change behavior and violence interrupter components complemented by evidence-based policing presented by the ministries of Home Affairs, Youth and Human Development.
• Cabinet gave its approval for Belize to accede to the Madrid Protocol for the international registration of marks administered by the World Intellectual Property Organization and for the implementation of the Madrid Protocol into the domestic legal framework and for the Belize Intellectual Property Office personnel to be trained in preparation of the full implementation of this Protocol (BELIPO). This will require a review and amendment to the existing Trademark legislation and training of personnel at BELIPO.
• Cabinet approved an initiative by the Ministry of Youth, Sports & E-Governance to provide for youth mainstreaming in Belize. Youth mainstreaming is a strategy which provides young people with opportunities to partake in skills training and other important roles as a means of becoming involved in the leadership of society in the future. Many young people need training in areas that cannot be provided by the private sector of our society but which can be provided by government departments such as Fisheries, Health, Mining and Geology so that they can gain experience or become interested in the future with the aim that they will be the leaders in those areas as well as mainstream society.
• Cabinet gave its approval for Amendment to the Customs and Excise Tariff Introduction of Phase 8 of the Economic Partnership Agreement (EPA) Trade Agreement with the European Union (EU) and approved legislation for the implementation of this phase of the EPA which will result in the removal of import duties from goods from EU countries.
• The Ministry responsible for New Growth Industries was given approval to form a working group to facilitate the development of a National Cohune Industry. This working group will comprise stakeholders and representatives from the ministries of Energy, Economic Development, Trade, Local Government, Immigration, Sustainable Development and New Growth Industries and has been tasked with coordinating and supporting initial investment and incentive requests of the cohune industry.
• In partial fulfilment of its Plan Belize Manifesto promise to make it easy and transparent to conduct business in Belize by eliminating meaningless and excessive bureaucracy and to modernize systems and processes for greater efficiency, Cabinet gave its approval for an addendum to the 2010 Temporary Employment Permit Policy to allow for the processing of applications for temporary employment permits in a more expeditious manner.

Cabinet Brief 12th October 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 12th October 2021.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. As of 12th October 2021, 201,952 persons or 46.9 percent of the total population had received at least one dose of the vaccine and 153,982 or 35.8 percent had been fully vaccinated. Of the youth population between the ages of 12 to 17 years of age, 26,862 or 46 percent had received at least one dose of the vaccine and 16,846 or 29 percent had been fully vaccinated. Currently, there are more than 250,000 vaccines in stock including Pfizer, AstraZeneca and Johnson & Johnson. An additional 53,000 Pfizer vaccines will be arriving shortly via the United States of America through the Caribbean Public Health Agency (CARPHA) initiative.
• Cabinet gave its approval for the Ministry of Public Utilities, Energy and Logistics to conduct a review of the fees in the Motor Vehicle and Road Traffic Order of 2003 and to conduct a pre-feasibility analysis for the construction of bus terminals countrywide.
• Cabinet gave its approval for the Ministry of the Blue Economy and Civil Aviation to develop and promote the Belize Civil Aviation Regulation 17 relating to civil aviation security. This will allow for the regulation of all matters pertaining to aviation security in Belize and to work towards the implementation of recommendations to be followed by Belize to meet the standards of the International Civil Aviation Organization (ICAO). Cabinet also gave its approval for the Blue Economy and Civil Aviation to establish a strategic plan for the Civil Aviation Sector in Belize for the period 2022 to 2026.
• Hon. Oscar Requena, Minister of Rural Transformation, Community Development, Labor & Local Government, received the approval of Cabinet to implement trade licensing reforms in all municipalities and villages. The reforms will modernize and standardize the trade licensing regime. Additionally, villages will for the first time be able to charge trade licensing fees. The amendments will now be forwarded to the Attorney General's Ministry for legal drafting.
• Hon. Anthony Mahler, Minister of Tourism and Diaspora Relations, reported to the Cabinet on his recent trip to United States of America to connect and engage with Belizeans. The diaspora engagements included four U.S. cities: Houston, Texas; Chicago, Illinois; Miami, Florida; and New York City. The delegation met with hundreds of Belizeans and discussed a range of issues including crime, banking, the COVID-19 pandemic, repatriation matters and other social issues.
• The Prime Minister was invited by President Andrés Manuel López Obrador of Mexico to participate in activities in celebration of the 200th Anniversary of Independence. The Prime Minister was also invited to be the guest of honor at the celebration of the 256th birthday of the national hero José María Morelos y Pavón. Along with his delegation, the Prime Minister held several meetings with the Ministry of Agriculture and Rural Development, COPARMEX (the Association of Chambers of Commerce of Mexico), the Bank of Mexico, FONATUR (The National Tourism Development Fund).
• During his visit, the Prime Minister also met with H.E. Ahmed Almenhali, ambassador of the United Arab Emirates to Belize, to discuss several cooperation issues between the two countries. A bilateral meeting was also held between the heads of state, the Foreign Minister Hon. Eamon Courtenay and ambassadors.
• H.E. Rossana Briceño, Special Envoy for the Development of Families and Children, also met with María del Rocío García Pérez, Mexico's director general of the National System for the Development of Families and Children.

Cabinet Brief 19th October 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 19th October 2021.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. As of 18th October 2021, 203,819 persons or 47.37 percent of the total population had received at least one dose of the vaccine and 165,542 or 37.4 percent had been fully vaccinated. Belize now ranks second among the Caribbean states in the percentage of the population fully vaccinated. Currently, there are more than 245,000 vaccines in stock, Pfizer - 29,508, AstraZeneca - 90,800 and Johnson & Johnson-114,000.
• Cabinet gave its approval of recommendations from the Ministry of Health & Wellness to amend the Public Health Act to change the structure of the ministry to allow for a Director of Public Health and Wellness as well as a Director of Hospital Services. In addition, Cabinet approved the recommendation by the Minister of Health & Wellness to increase the size of Karl Heusner Memorial Hospital (KHMH) Board to allow for a representative of the KHMH Workers Union to join the KHMH Board of Governors.
• Cabinet authorized the steps necessary to complete the cancellation of the $1.1 billion-plus superbonds and to enter into the Blue Bond loan for the payment of the superbonds at a discounted 55 cents on the dollar. This includes the passing of the necessary National Assembly resolutions and the Blue Bond Loan Bill.
• Cabinet supported recommendations from the Ministry of Human Development, Families and Indigenous Peoples' Affairs to introduce legislation for strengthening the juvenile justice system by removing status offences by repealing the Certified Institutions Bill, to support amendments to the Juvenile Offenders Bill and to support amendments to the Families and Children Bill. Taken together, this will be a huge step towards compliance with the Convention of the Rights of the Child by moving Belize beyond a system that criminalizes children for status offences to a state that recognizes the vulnerabilities of children who commit status and criminal offences and affords the opportunity to receive the protection and services they require.

Cabinet Brief 28th October 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 27th October 2021.
• Cabinet approved a draft Public Private Partnership (PPP) policy and the creation of a PPP Unit to mobilize private sector capital that support large-scale investment in infrastructure and other development projects that align with government's policy priorities for public benefit.
• Cabinet expressed concern about the rising cost of fuel and, in that regard, agreed to a team to look at possible mitigation measures.
• Cabinet gave the approval for the Ministry of Economic Development (MED), as the National Designated Authority, to seek accreditation to the Green Climate Fund (GCF). The MED will be seeking accreditation to access up to US$50 million for programmes and projects. This will enable the Government of Belize to continue transitioning the country's economy from traditional to more modern along a low-emission, climate-resilient pathway towards true sustainable development.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. As of 27th October 2021, 205,502 persons or 47.7 percent had received at least one dose of the vaccine and 177,455 or 41.2 percent have been fully vaccinated.

Cabinet Brief 10th November 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 9th November 2021.
• Cabinet endorsed the National Digital Agenda for the period 2022 to 2025 called "Towards a Digital Belize." This agenda seeks to build trust in government services by simplifying procedures, improving service delivery, and facilitating economic recovery through digitalization. Managed through the Ministry of Youth, Sports & E-Governance, the National Digital Agenda will result in a more open, efficient, and effective government, thereby representing the integration of ICT at all levels of society.
• Cabinet gave the approval for the Ministry of Infrastructure Development & Housing to work with the Attorney General's Ministry to make amendments to the Belize Building Act to adequately monitor and regulate construction and construction activities within Belize as well as to amend Statutory Instrument No. 96 to adjust the schedule of fees and guidelines that govern payment to the Central Building Authority and on its Municipal Building Units.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 370,000 vaccines on hand. As of 8th November 2021, 207,092 persons or 48.1 percent had received at least one dose of the vaccine and 186,418 or 43.3 percent have been fully vaccinated. Additionally, Cabinet approved the Taiwanese COVID-19 vaccine, Medigen, as an entry requirement for Taiwanese entering Belize.
• Cabinet approved recommendations from the Ministry of Tourism and Diaspora Relations to make certain adjustments to the current COVID-19 public health measures to take effect 22nd November 2021. These measures will be published shortly by the Ministry of Health & Wellness.

Cabinet Brief 18th November 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 16th November 2021.
• Cabinet gave its approval for the Ministry of Foreign Affairs, Foreign Trade and Immigration to support a recommendation by the CARICOM Secretariat to migrate from the present system, that use on-premises infrastructure, to a cloud-based platform to provide online services for the Caribbean Community.
• With the increase of flights into Belize and the start of the 2021 tourism season where record high arrivals are anticipated at the Philip S.W. Goldson International Airport, Cabinet gave the approval for the Ministry of Immigration to employ six additional immigration clerks and to increase overtime payment for immigration officers from 50 to 75 hours.
• Cabinet gave its approval for the Attorney General's Ministry to present amendments to the Law Revision Act, Chapter 3 of the Substantive Laws of Belize primarily to allow for the publication of the revised edition of the laws of Belize to be done electronically. The final draft of the bill is to be tabled at the next sitting of the House of Representatives.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 373,868 vaccines on hand. As of 15th November 2021, 208,168 persons or 48.3 percent had received at least one dose of the vaccine and 190,031 or 41.1 percent have been fully vaccinated. Additionally, 4,020 booster shots have been issued since the start of the booster shot program and is now opening booster shots to everyone. Also, the free testing sites, which were scheduled to close at the end of November, will continue to operate countrywide until the end of the year.
• The Minister of Health & Wellness also informed Cabinet that this year alone the ministry issued close to $700,000 in food assistance to persons who had to go into isolation due to COVID-19.
• Cabinet approved recommendations from the Ministry of Tourism and Diaspora Relations to make certain adjustments to the current COVID-19 public health measures to take effect 22nd November 2021. These measures will be published shortly by the Ministry of Health & Wellness.

Cabinet Brief 24th November 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 23rd November 2021.
• Cabinet instructed the Ministry of Agriculture, Food Security and Enterprise to conduct a study into the rising cost of living. In addition, Cabinet instructed the minister to introduce legislation at the next sitting of the House of Representatives ensuring that all necessary legal mechanisms are in place for the relevant authority to pursue merchants and shop owners engaged in price gouging.
• The Prime Minister along with the Ministerial Consultative Team convened the first meeting with the Social Partnership Committee to review government's performance for the past six months. The consultation was in partial fulfilment of government's undertaking that was laid out in a letter sent by the Prime Minister to the joint unions dated 18th May 2021. The Ministerial Consultative Team provided an update on the state of government's finances, held discussions on efforts to achieve government's Plan Belize agenda on good governance as well as agreed on a term of reference for future meetings including biennial meetings of the Social Partnership Committee.
• Hon. Michel Chebat, Minister of Health & Wellness, informed Cabinet that in conjunction with the Ministry of Education, Culture, Science and Technology, 45 Belizeans were awarded scholarships to study nursing at the University of Belize. Valuing more than a quarter million dollars, these scholarships were granted to qualified students with outstanding academic performance.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 369,588 vaccines available. As of 23rd November 2021, 208,621 persons or 48.5 percent had received at least one dose of the vaccine and 192,206 or 44.7 percent have been fully vaccinated. Also, for the first time since the start of the third wave, the daily positivity rate fell to 5.4 percent, an indication that the nation is moving in the right direction.
• Cabinet mandated that effective Thursday, 25th November 2021, all motor omnibuses are permitted to carry 100 percent seating capacity. All bus operators are required to continue adhering to the COVID-19 regulations and ensuring that all their buses are sanitized properly, that passengers continue to wear their face masks properly, and sanitize prior to boarding the buses. It is the responsibility of bus operators to prohibit passengers without a face mask and to remove any passenger in violation. Failure to do so will result in fines to be levied upon operators.
• Cabinet approved recommendations from the Ministry of Sustainable Development, Climate Change and Disaster Risk Management to reintroduce legislation in the National Assembly for Belize to become a State Party to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). This will allow for Belize to fulfill its commitments to address the illegal trade of endangered species of fauna and flora, to promote the management, conservation, and protection of endangered species and to establish the necessary legal structures enabling the effective regulation of international trade of CITES listed species in compliance with international obligations.
• Cabinet gave its approval for the Minister of Rural Transformation, Community Development, Labour and Local Government to conduct a comprehensive review of the Labour Act, including a review of new regulations in relation to the COVID-19 pandemic. Also, the ministry was requested to formulate a plan for the gradual implementation of government's commitment to reaching a five-dollar minimum wage.
• Finally, as the holiday season draws near, Cabinet continues to encourage those not yet vaccinated to do so and reminds Belizeans who have been fully vaccinated for more than six months that booster shots are now available. Cabinet Brief 30th November 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 30th November 2021.
• The Minister of Education, Culture, Science & Technology informed Cabinet that plans are in place for the reopening of schools for some level of in-person learning in January 2022. In this connection, all schools are required to apply for green light status from the ministry prior to the opening of schools in January.
• With the increase of flights into Belize and the start of the 2021 tourism season, during which record high arrivals are anticipated at the Philip Goldson International Airport, Cabinet gave the approval for the Ministry of the Blue Economy and Civil Aviation to employ eight new persons to begin training as air traffic controllers.
• Cabinet deliberated on the status of the sugar industry in northern Belize and discussed the ongoing impasse between the Belize Sugar Cane Farmers Association and Belize Sugar Industry Limited (BSI/ASR) regarding the Commercial Agreement and views it as critical that the 2021-2022 sugar cane harvest begins in December 2021. In this regard, Cabinet issued a statement explaining its position and recommendations to the stakeholders.
• Cabinet recommended the introduction of a Loan Motion at the Sitting of the House of Representatives scheduled for Friday, 3rd December 2021, for a US$2.5 million loan from the Caribbean Development Bank to assist government with the financing of emergency restoration of critical infrastructure as a result of damages caused by hurricanes Eta and Iota.
• Cabinet welcomed the report on Belize's participation at the United Nations Framework Convention on Climate Change (UNFCCC) Twenty-Sixth Conference of Parties (COP26) that was held in Glasgow, Scotland, which saw the strong participation of Belize as an advocate for greater action to address pressing and urgent needs to confront the increasing impacts of climate change on the development of the nation. Additionally, Cabinet applauded the selection of the National Climate Change Office to the Adaptation Committee of the UNFCCC, and Dr. Kenrick Williams, CEO in the Ministry of Sustainable Development, Climate Change & Disaster Risk Management to the Board of the Adaptation Fund.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 319,108 vaccines available. As of 29th November 2021, 209,176 persons or 48.6 percent had received at least one dose of the vaccine and 194,398 or 45.1 percent have been fully vaccinated. This represents about 67 percent of the adult population vaccinated, an indication that the nation is moving in the right direction.
Cabinet also approved free testing for all students returning home during the month of December through the land borders.
Considering the discovery of the new COVID-19 variant, OMICRON, Cabinet gave its approval for new regulations to be implemented for persons from countries where this new variant has been detected who are entering Belize through the airport and through land borders and seaports of entry. These will be a part of the updated Public Health Regulations which will be released later this week.

Cabinet Brief 8th December 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 7th December 2021.
Cabinet gave its approval for the Isidoro Beaton Stadium, located in the City of Belmopan, to be placed under the management and operations of the National Sports Council with immediate effect. The National Sports Council will assume responsibility for all costs related to the maintenance and upkeep of the stadium and will allow the Belmopan City Council access to the stadium.
Cabinet approved the Ministry of Public Utilities, Energy and Logistics' Sustainable Energy Roadmap 2021-2040, established with a view to progress Belize to energy independence using renewable energy technologies buttressed by grid modernization. Cabinet also took note of the ministry's ongoing rural electrification program and gave its approval for further efforts to be undertaken to implement electrification in several rural villages with an approach involving Belize Electricity Limited.
Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 360,000 vaccines available. As of 7th December 2021, 209,662 persons or 48.7 percent have received at least one dose of the vaccine and 196,206 or 45.6 percent have been fully vaccinated. This represents about 67 percent of the adult population vaccinated, an indication that the nation is moving in the right direction. To date 23,768 or 50 percent of the population ages 12 to 15 have been fully vaccinated and over 13,000 Belizeans have received their booster shots.

The Minister of Home Affairs and New Growth Industries informed Cabinet that the Belize Police Department through its traffic police and highway patrol, in an effort to address the increasing number of road traffic accidents, will be increasing its presence on the highways including increased check points. In addition, police will step up its presence at shopping centers and major stores countrywide during the Christmas shopping season.

Cabinet Brief 14th December 2021
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 14th December 2021.
• Cabinet gave its approval for the Minister of Tourism & Diaspora Relations and the Minister of the Blue Economy & Civil Aviation to hold consultations with the relevant stakeholders about the possibility of designating separate fee structure to apply to departure fees for regional flights. The intention is to attract more regional flights through Belize.
• Cabinet approved six reports to be presented to the International Labour Organization. These reports are in compliance with Belize's obligation under Article 22 of the International Labour Convention to which Belize is a State Party. These reports were prepared after consultations with the relevant government departments, non-governmental organizations, and other agencies. They report on Belize's compliance with the conventions relating to Forced Labour, Freedom of Association and Protection of the Right to Organize, Employment Bargaining, Collective Bargaining and the Minimum Wage. Some of these reports were due from as far back as 2010 and are in partial fulfillment of some 20 reports which were unreported under the previous administration.
• Cabinet gave its approval for the establishment of a measuring, reporting and verification program within the Forest Department to serve as the implementing and coordinating team for government's mandate relating to issues on carbon dioxide emissions reduction from deforestation and forest degradation, conservation, the sustainable management of forests and the enhancement of forests carbon stock. This program is to take effect on 1st January 2022.
• Cabinet gave its endorsement to proposed amendments to the Development Finance Cooperation (DFC) Act to enhance the efficient and effective delivery of DFC's financial products and services by DFC to the Belizean citizens.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 360,042 vaccines available. As of 29th November 2021, 210,154 persons or 48.8 percent had received at least one dose of the vaccine and 197,739 or 45.9 percent have been fully vaccinated.
• The Minister of Health & Wellness informed Cabinet that in strengthening the medical sector's ability to care for COVID-19 patients, and the possible detection of the Omicron variant in Belize, five new ventilators and patient monitors will be donated to the Karl Heusner Memorial Hospital.
• Cabinet also approved the reopening of land borders effective 1st January 2022. The health conditions applicable to such travel will be published shortly.
• Concerned over the number of road traffic accidents, including drunk driving incidents, Cabinet requested a step-up in highway patrols by the Department of Transport and an increased presence by the Traffic Branch of the Belize Police Department including checkpoints with testing apparatus to measure the alcohol levels in drivers. Motorists are informed to expect delays on the major roads and highways. This is necessary to reduce the number of road traffic accidents across our nation.

Cabinet Brief 13th January 2022
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 11th January 2022.
• Cabinet welcomed the news from the Prime Minister that Belize was one of only two countries chosen by the Millennium Challenge Corporation (MCC) an independent United States Government foreign aid agency to give support to micro, small, and medium enterprises in its effort to reduce poverty through growth. The compact and threshold programs, which will be signed between the Government of Belize and MCC could result in Belize gaining between US$200 and US$500 million in grant funding to aid in the nation's economic development.
Belize was chosen by the MCC Board having been satisfied that the current administration is committed to ruling justly, investing in the development of its people and its economic policy. The MCC-funded projects are expected to commence in 2023 and last for a period of five years. MCC awards countries based on the principle that aid is most effective when it is reinforced by good governance.
• Cabinet received the report of the Commission of Inquiry into the sale of government assets and took note of the findings of the commission, condemning in the strongest possible terms the detailed reports of mismanagement, waste, fraud, abuse, and corruption, which have come to so clearly define the United Democratic Party Government from 2008 to 2020. In addition, Cabinet instructed that the report be submitted to the Office of the Attorney General and the Office of the Director of Public Prosecutions for any advice and action deemed appropriate and necessary.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 346,000 vaccines on hand. As of 10th January 2022, 211,628 persons or 49.2 percent of the total population had received at least one dose of the vaccine and 200,994 or 46.7 percent of the total population have been fully vaccinated. Additionally, over 21,000 booster shots have been issued since the start of the Booster Program, which is now opened to everyone who has been fully vaccinated for three months or more. Also, 23,817 Belizeans aged 12 to 17 years old have received at least one dose of the vaccine.
• The Minister of Health and Wellness also informed Cabinet that new vaccination sites will be set up in communities in the north, west and south of the country to provide better access to vaccines in rural communities.
• The Minister of Education, Culture, Science & Technology informed Cabinet that of the 605 schools countrywide, 570 were granted approval for some form of face-to-face instruction. Of these approved schools, 198 were opened for face-to-face instruction on 10th January with the remaining approved schools to be opened for in-class instruction by the end of January 2022.
• Cabinet approved amendments to Section 33 (1) b, c, and d of the Plastics Regulations and for effective dates of implementation of the Environmental Protection (pollution from plastics) Regulations.

Cabinet Brief 20th January 2022
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 18th January 2022.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 338,000 vaccines on hand. As of 17th January 2022, 212,080 persons or 49.3 percent of the total population had received at least one dose of the vaccine and 201,930 or 46.9 percent of the total population has been fully vaccinated. Additionally, over 24,905 booster shots have been issued to date. Also, 24,683 Belizeans, aged 12 to 17 years old, have received at least one dose of the vaccine.
• The Minister of Education, Culture, Science & Technology informed Cabinet that as of January 17, 2022, the Ministry of Education, Culture, Science and Technology (MoECST) has approved the transition to hybrid learning for a total of 568 schools which represent 94 percent of all schools nationwide. Of the 568 approved schools, 402 schools are open for hybrid learning. This figure represents 71 percent of the approved schools or 66 percent of all schools. Two hundred three schools are open for remote learning and these schools account for 34 percent of all schools.
• The Minister of Education, Culture, Science & Technology also informed Cabinet that the safety of Belize's education community remains the ministry's top priority. Alongside personnel from the Ministry of Health & Wellness, MoECST are monitoring schools closely for any potential outbreaks of the coronavirus. Between 10th to 17th January, the ministry has, via its COVID-19 Reporting System, received confirmation of 313 cases of COVID-19 affecting teachers and 456 cases of COVID-19 affecting students, nationwide. Of the 313 cases affecting teachers, only 33 were recorded among teachers who were actively engaging in hybrid learning. When compared to cases among students, out of the 456 cases confirmed, 67 were confirmed among students who were actively engaging in hybrid learning. The cases recorded among teachers affected 1.4 percent of teachers actively engaging in hybrid learning. Among students, the rate was even lower, with cases affecting only 0.27 percent of all students actively engaging in hybrid learning.
• Cabinet gave its approval for a bill to be introduced at the next sitting of the House of Representatives to amend the Indictable Procedures Act, Chapter 96 of the Laws of Belize to add offences, which are to be tried by a judge alone and for pleas to be taken virtually. This is being done in an effort to address various issues arising from jury trials offences and to seek to clear the backlog of pending criminal matters. The offences to be added are abduction of a child, sexual offences, offences under the trafficking in persons and offence under the Commercial Sexual Exploitation of Children (Prohibition) Act.
Cabinet also gave its approval for the introduction of legislation for the repeal and replacement of the Libel and Defamation Act and will seek the approval of the National Assembly to strike a balance between the prosecution of the reputation of an individual and the freedom of speech and expression and to modernize the law of the tort of libel and slander.
• Cabinet gave its approval for Belize to apply for Non-Contracting Party Status of the South Pacific Regional Fisheries Management Organization (SPRFMO) to allow for Belize flagged vessels to fish in the Southern Pacific Ocean region.
• In an effort to reduce the upsurge in traffic accidents on the nation's major roads and highways and to improve enforcement and vigilance, approval was granted by Cabinet for the Ministry of Youth, Sports & Transport to increase the Department of Transport Enforcement Unit by increasing the number of enforcement officers and the vehicle fleet that patrol all highways in Belize.
• Cabinet gave its approval for legislative changes to the Money Lenders Act and Money Lenders Regulations for improved transparency and accountability as well as to strengthen entry barriers for new and existing money lenders.

Cabinet Brief 27th January 2022
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 25th January 2022.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize as of 24th January. Currently, there are more than 327,000 vaccines on hand. As of 24th January 2022, 212,480 persons or 49.3 percent of the total population had received at least one dose of the vaccine and 208,878 or 47.2 percent of the total population has been fully vaccinated. Additionally, over 28,628 booster shots have been issued since the start of the Booster Program. Also, 30,238 Belizeans aged 12 to 17 years old have received at least one dose of the vaccine.
• Cabinet approved the Free Prior Informed Consent (FPIC) Protocol that will guide consultations with Maya communities, whether by government or private entities, in keeping with government's commitment to the implementation of the 2015 Consent Order of the Caribbean Court of Justice.
• Cabinet approved the establishment of the Blue Bond and Project Finance for Permanence Unit within the Office of the Prime Minister, which will be responsible for ensuring that the government meets all its commitments in initiating and leading efforts geared towards the timely fulfillment of the agreement under this project.
• Cabinet gave its approval for the Minister of Rural Transformation, Community Development, Labour and Local Government to present amendments to the Village Council Act, Chapter 88 of the Laws of Belize at the next sitting of the House of Representatives.
• Cabinet was updated on the increasing numbers of migrants arriving in Belize through the Phillip Goldson International Airport from Panama via COPA Airline flights and using Belize as a transit point to move northbound. In addition, the Minister responsible for Immigration informed Cabinet of the application for refugee status by the eight Venezuelans who were handed over to the UNHCR and later escaped while in the care of that organization. Cabinet gave its approval for the Ministry of Immigration to impose visa requirements for nationals of Venezuela, Ecuador and the Dominican Republic.
• Hon. Michel Chebat, Minister of Public Utilities, Energy & Logistics, updated Cabinet on the current industrial action by the stevedores at the Port of Belize Limited, highlighting matters in contention and reported that the issues between Port of Belize Limited and the stevedores were currently before the Essential Services Tribunal for resolution. The Minister also expressed concern about the impact the industrial action was having on the stevedores, Port of Belize Limited and the country's economy.

Cabinet Brief 3rd February 2022
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 1st February 2022.
• Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security & Enterprise, and Hon. Anthony Mahler, Minister of Tourism & Diaspora Relations, reported on their recent trip to Cancun, Mexico, where they led a delegation to the LATAM Business Summit held from 26th to 29th January 2022. The Business Summit, which was attended by several Latin American states, offered opportunities for bilateral meetings between government and the private sector on areas ranging from agriculture, agro-industry, tourism, the hotel and restaurant industries, transport, healthcare to construction and manufacturing, among others. Belize was one of only five countries to be highlighted at LATAM 2022, together with Colombia, Panama, the United States and Mexico. Through one-on-one meetings with investors and sector representatives, the delegation successfully achieved its goal in acquiring investment and other business leads, securing solid interest for contributing to private sector growth and economic development.
• Cabinet received a report on a meeting held on 26th January 2022 between the government's consulting team and the Joint Unions and expressed its full support for the ongoing consultation process. The next meeting is scheduled for 16th February 2022.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize as of 31st January. Currently, there are more than 321,000 vaccines on hand. As of 31st January 2022, 212,940 persons or 49.5 percent of the total population has received at least one dose of the vaccine and 204,165 or 47.5 percent of the total population has been fully vaccinated. Additionally, over 31,681 booster shots have been issued since to date. Also, 30,407 Belizeans aged 12 to 17 years old have received at least one dose of the vaccine and 25,017 two doses.
• Cabinet approved the opening of the land borders and seaports effective 7th February 2022 from 6:00 a.m. to 10:00 p.m. daily for fully vaccinated persons only. In addition, the Ministry of Health & Wellness will require all persons entering and leaving through these border points to adhere to the health regulations.
• Cabinet gave its recommendation for the Minister of Finance to introduce a loan motion for US$8 million from the Inter-American Development Bank for strengthening public expenditure management in Belize.
• Cabinet gave its approval for the Attorney General to present amendments to the Inferior Courts Act to allow the Magistrate Rules Committee to make rules for virtual trials.
Cabinet also gave approval to the Attorney General to have introduced the Protection of Witness Bill to provide for the granting of witness anonymity court orders to safeguard the identity of witnesses who are afraid to testify due to intimidation and threats.
• Cabinet gave its approval for the introduction of legislation to amend the Fisheries Resources Act to provide specific penalties for certain fisheries offences and to allow for the establishment of the Florida Stone Crab (Menippe mercenaria) Fisheries in Belize.

Cabinet Brief 10th February 2022
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 8th February 2022.
• The Cabinet welcomed the opportunity to exchange views with Dr. Hyginus Leon, president of the Caribbean Development Bank (CDB), and his delegation. The discussion revolved around the work of the bank in Belize and efforts to enhance the partnership between Belize and the CDB in the development agenda of Belize and the Caribbean region.
• Hon. Eamon Courtenay, Minister of Foreign Affairs, Foreign Trade & Immigration, reported on the successful reopening of the land borders and seaports on 7th February 2022 for fully vaccinated persons only. Minister Courtenay indicated that since the opening of the borders and seaports total movements of persons arriving and departing Belize was well over 5,000.
• Hon. Michel Chebat, Minister of Public Utilities, briefed Cabinet on the settlement arrived at with the Christian Workers Union on behalf of the stevedores. Cabinet welcomed the process employed in dealing with the stevedores which was markedly different than the violence with which they were treated under the former administration and corrected a wrong which was committed against the stevedores at the time of the privatization.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize as of 7th February. Currently, there are more than 262,474 vaccines on hand. As of 7th February 2022, 213,352 persons or 49.59 percent of the total population had received at least one dose of the vaccine and 204,952 or 47.64 percent of the total population has been fully vaccinated. Also, 30,546 Belizeans aged 12 to 17 years old have received at least one dose of the vaccine and 25,194 two doses. Additionally, over 33,867 booster shots have been issued to date. Boosters are now available to persons (including 12- to 17-year-olds), who have been fully vaccinated for three months or more.
• Cabinet mandated that COVID-19 rapid tests be given free of cost by the Ministry of Health & Wellness to Belizean students traveling for purpose of study in Mexico and Guatemala. Students will be required to show a valid student identification card as proof of enrolment in an educational institution.
• Cabinet approved Belize's signature and the subsequent ratification of the Caribbean Community (CARICOM) Agreement on the Return or Sharing of Recovered Assets intended to provide operational guidance and enhance international and regional cooperation for the return or sharing of recovered assets. As well, Belize's signature of the Declaration of Intent to Provisionally Apply the Agreement on the Return or Sharing of Recovered Assets.
• Cabinet commended the Minister of Foreign Affairs, Foreign Trade & Immigration on the work of the Foreign Ministry on raising the profile of Belize internationally and endorsed the plan of action for Belize's Chairmanship of CARICOM for the first half of 2022, including the opportunity for Belize to lead on critical and emergent issues facing CARICOM member states. Cabinet also approved the plans for the hosting of the 33rd Intersessional Meeting of CARICOM Heads of Government Meeting in San Pedro, Ambergris Caye, scheduled for 1st and 2nd March 2022 and for the CARICOM and SICA Leaders' Summit immediately after on 3rd March 2022.

Cabinet Brief 17th February 2022
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 15th February 2022.
• Cabinet met with the executive team of the National Health Insurance (NHI) to discuss the critical role of the NHI in the reform of the health sector. The Cabinet was informed of the implementation and performance of the NHI services in several areas of the country and its positive impact on these communities. Plans for the further rollout of the NHI Program, as outlined in Plan Belize, was also discussed and Cabinet will decide on the way forward after further deliberations.
• After discussion on a protocol to amend the Revised Treaty of Chaguaramas in relation to the issue of the current implications of who is a CARICOM national, Cabinet gave its approval for signature of amendments to Article 32 of the treaty which defines a CARICOM national. This amendment will be signed at the Thirty-Third Intersessional Heads of Government Meeting to be held in Belize on 1st and 2nd March 2022.
• Cabinet gave its approval to introduce revised legislation to amend the Misuse of Drugs Bill, titled the Cannabis Control and Licensing Bill, 2022, to provide for the control and licensing of the cannabis industry and to establish the necessary legislative framework to govern and regulate the cultivation, processing, distribution, and delivery of cannabis products for adult use only.
• With a view to address the rising cost of living and in the interest of protection of consumers, legislative and enforcement measures shall be taken on a prompt basis to punish price gouging offenders with strict fines per violation through a ticketing system. A public reporting system will also be established for the reporting of overpricing of controlled items. Cabinet will also consider other protection and relief mechanisms, especially for essential items, as it continues to closely monitor price movements.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize as of 14th February 2022. Currently, there are more than 299,400 vaccines on hand. As of 14th February 2022, 213,679 persons or 49.76 percent of the total population had received at least one dose of the vaccine and 205,678 or 47.81 percent of the total population has been fully vaccinated. Also, 30,671 Belizeans aged 12 to 17 years old have received at least one dose of the vaccine and 25,351 two doses. Additionally, over 35,449 booster shots have been issued to date. Boosters are now available to everyone (including those 12 to 17 years old), who have been fully vaccinated for three months or more.

Cabinet Brief 8th March 2022
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 4th March 2022.
Cabinet gave its approval for the Attorney General's Ministry to make the necessary legislative preparation for Belize to accede to the Madrid System for the International Registration of marks known as the Madrid Protocol which will form a part of the domestic legal framework. Belize Intellectual Property Office (BELIPO) personnel will be trained in preparation for the full implementation of this protocol.
After discussion, Cabinet gave its full support for the proposal from Hon. Dolores Balderamos Garcia for Nora Parham to be granted a posthumous pardon so as to correct a historic wrong in 1963. Cabinet is of the view that this will go a long way to focus attention on the issue of domestic violence. The Governor General will be kindly requested to ask the Belize Advisory Council to so recommend.
Cabinet gave its recommendation for the introduction of the Cannabis Control and Licensing Bill, 2022 at the next sitting of the House of Representatives. The adoption of the Cannabis Control Bill will provide for the control and licensing of the Cannabis industry and to establish the necessary legislative framework to govern and regulate the cultivation, processing, distribution, and delivery of Cannabis products for adult use only.
Cabinet gave its approval for the Ministry of the Blue Economy & Civil Aviation to present for adoption a draft National Mariculture Policy that will guide the development of a sustainable mariculture industry in Belize.
Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize as of 3rd March. Currently, there are more than 249,762 vaccines on hand. As of 3rd March 2022, 214,423 persons or 49.84 percent of the total population had received at least one dose of the vaccine and 207,360 or 48.20 percent of the total population has been fully vaccinated. Also, 30,916 Belizeans, aged 12 to 17 years old, have received at least one dose of the vaccine and 25,507 two doses. Additionally, over 39,300 booster shots have been issued to date. Boosters are available to persons (including those 12 to 17 years old) who have been fully vaccinated for three months or more.
Finally, Cabinet continues to encourage those not fully vaccinated, to get vaccinated as soon as possible. Vaccines save lives.

Cabinet Brief 24th March 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 21st March 2022.
• Cabinet gave its approval for a loan motion to be taken to the National Assembly for US$6.2 million for financing from the International Monetary Fund through the International Bank for Reconstruction and Development to minimize the global risk and impact caused by the COVID-19 pandemic and to strengthen the ability of the health care system to respond to future health emergencies.
• Noting high levels of excess liquidity of around $770 million, Cabinet has decided to introduce certain measures to incentivize lending by the banks into foreign exchange earning sectors to further stimulate economic activity.
• Cabinet approved further amendments to the Cannabis and Industrial Hemp Licensing and Control Act to provide for the composition of the Commission, the imposition of additional taxes on sales of cannabis and the establishment of a special appropriation fund for the allocation of tax revenues to be used for public awareness campaign programs, rehab programs, social and sporting programs, and school assistance for marginalized children.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 245,000 vaccines on hand. As of 21st March 2022, 215,089 persons or 49.9 percent had received at least one dose of the vaccine and 208,782 persons or 48.5 percent have been fully vaccinated. Of the population aged 12 to 17 years, 25,968 have received two doses of the vaccine. To date, 42,176 booster shots have been issued. The daily positivity rate is 1.35 percent, an indication that the nation is moving in the right direction.

The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 29th March 2022.
• Cabinet took note of the recent alleged child labor and trafficking offence issues and reiterated its commitment to fighting all forms of exploitation. Cabinet also instructed that there be full collaboration among line ministries in this regard.
• Cabinet gave its approval for the unification of tax administration to be done in a phased approach aimed at the restructuring of revenue administration through consolidation and modernization. This will allow for all major tax revenue entries to be administered and collected by one revenue department or authority. These tax revenue centers would include tax collecting centers such as the Customs Department, Ministry of Natural Resources and the Belize Tax Services, among others.
• Cabinet considered various relief measures in connection with heightened fuel prices and their volatility. In addition to action already taken to mitigate the price increase through reduction of excise duty by $1.23 per imperial gallon and further excise duty reduction on regular gasoline, Cabinet is evaluating possible targeted subsidies as well. Cabinet further determined that constituent commercial components of the fuel price including the dealer's margin and the depot fee be urgently renegotiated.
• Cabinet will shortly introduce legislation for the consolidation and modernization of the Companies Law Framework in Belize by bringing together the Belize Companies and Corporate Affairs Registry (BCCAR) and the Belize International Corporate Affairs Registry by introducing an act for the creation of the Belize Companies Bill. This is a part of government's reform process to modernize and consolidate the business laws and processes in Belize. The result of these actions will allow for strengthened compliance in line with international rules and regulations to support and enable digital transformation through the leveraging of information and communications technology and to enhance the business law regime, all meant to improve investor confidence, boost competitiveness and cultivate a culture of innovation and modernity in the business environment.
• Cabinet gave its support to the request from the Minister of Defence and Border Security to allow members of the Belize Defence Force to pay social security contributions and to become insured persons through the Social Security Board.
• Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 243,000 vaccines on hand. As of 29th March 2022, 215,428 persons or 50.07 percent have received at least one dose of the vaccine and 209,379 or 48.6 percent have been fully vaccinated. Of the population aged 12 to 17 years, 25,968 have received two doses of the vaccines. To date, 43,190 booster shots have been issued. The daily positivity rate is 1.38 percent, an indication that the nation is moving in the right direction.
• Cabinet approved the following measures in advance of the 1st April 2022 lifting of restrictions related to the COVID-19 pandemic:
1. All unvaccinated people 5 years and older entering Belize through the airport must show proof of a negative rapid test (48hrs) or a PCR test (72hrs)
2. All unvaccinated foreigners 5 years and older entering Belize through a land or seaport must show proof of a negative rapid test (48hrs) or a PCR test (72hrs)
3. Belizeans 12 years and older wishing to exit Belize through air, land or seaports must be fully vaccinated before exiting.
• Finally, Cabinet urges all Belizeans to take personal responsibility to minimize the risk of contracting COVID-19 and encourages those persons not vaccinated to do so.

Cabinet Brief 07th April 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 05th April 2022.
Cabinet approved numerous fuel price relief measures as follows:
The continued provision of fuel price relief for all sectors of the economy to provide predictability in fuel prices. Cabinet has established a firm cap on diesel and regular gasoline pump prices per gallon at $13.41 and $13.50 respectively. This cap will be supported through a fuel price stabilization fund to be established by the government with the Central Bank of Belize. Currently, government has already reduced excise taxes by 57% to keep diesel prices at the capped price of $13.41 per gallon. On an annualized basis, these tax reductions represent an excise tax loss of over $30 million. Without such tax reduction, diesel pump prices would have been $2.13 per gallon more at $15.54 per gallon at the tax rates applied over the past five-plus years.
Cabinet also approved targeted support to alleviate fare increases on bus commuters through a fuel subsidy of $0.91 per gallon for eligible bus operators for a period of up to six months, cumulatively amounting to over $1.1 million.
Similarly, eligible tour operators will be beneficiaries of a capped fuel subsidy jointly funded by the Government of Belize and the Belize Tourism Board in the sum of $1.5 million for a period of up to six months.
Cabinet gave its approval for the Minister responsible for Forestry to undertake the following:
- to amend the boundaries of the Sibun Forest Reserve;
- repeal the Statutory Instruments declaring Mango Creek No. 2, No. 3 and of Grant's Forest Reserves;
- amend the boundaries of Mango Creek No. 1 and No. 4;
- amend the boundaries of the Melinda National Park, handing over 36 acres to the Stann Creek ITVET for conservation purposes and amend the Machaca Forest Reserve, excising 500 acres for community expansion.
- These measures will be undertaken to regularize the current boundaries of these areas and improve the management of these forest reserves.
Cabinet received an update from the Minister responsible for Immigration informing that the 2022 Amnesty will commence on 2nd August 2022 with the registration process and conclude on 31st May 2023. The registration process will be for four months to be followed by the processing period which will last for six months.
Cabinet urges all Belizeans to take personal responsibility to minimize the risk of contracting COVID-19 and encourages those persons not vaccinated to do so.
Finally, Cabinet wishes all Belizeans a blessed and happy Easter and urges extra caution and safety over the busy weekend travels.

Cabinet Brief 28th April 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 25th April 2022.
Cabinet reviewed the submission by the Ministry of Agriculture, Food Security and Enterprise for an adjustment to the control price of 16-ounce sliced bread and to approve an increase of 50 percent on the wholesale price.
Cabinet determined that no price increase will be allowed at this time. In addition, Cabinet instructed the Minister of Agriculture, Food Security and Enterprise to engage with the Association of Bakers to explore other alternatives to minimize the possibility of drastic increases in the price of a 16-ounce pack of bread.
Cabinet gave its recommendation for the Ministry of Rural Transformation, Community Development, Labour and Local Government to introduce the Trade License Bill, 2022. The key element of the proposed bill reflects the guiding principles of reform consistent with government's agenda to create an enabling and investor friendly business environment and to further empower village councils.
Cabinet gave its approval for the Ministry of Tourism & Diaspora Relations to introduce legislation for a Hotel Amnesty Program for unregistered short-term rental properties. This is to allow for the execution of a registration process for short-term rentals.
Approval was granted by Cabinet for the Ministry of Tourism & Diaspora Relations to initiate a formal process of review of the current definitive agreement between government and Belize Island Holdings Limited to improve and facilitate the future growth and development of cruise tourism in Southern Belize.
Cabinet gave its recommendation for the introduction of a US$25 million loan motion from the International Bank for Reconstruction and Development to provide assistance for the implementation of a Climate-Resilient and Sustainable Agriculture Project to be undertaken by the Ministry of Agriculture, Food Security and Enterprise with the assistance of the Social Investment Fund. This project will provide funding support to an estimated 7,300 beneficiaries, including more than 4,300 farm households or more than 17,800 individuals.
Finally, Cabinet wishes all Belizean workers a safe and happy Labour Day.

Cabinet Brief 5th May 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 3rd April 2022.
- The Minister of Health & Wellness Hon. Kevin Bernard informed Cabinet that COVID-19 vaccines for children ages 5 to 11 years will soon be available. The Ministry of Health & Wellness is working closely with the Ministry of Education to safely deliver vaccines to students in time for the start of the new school year. Also, the Ministry of Health & Wellness encourages all Belizeans 60 years or older and those with preexisting conditions to get their second booster.
- Cabinet took note that signatures had been submitted to the Governor General to commence the process of issuing a writ of referendum in relation to the passage of the Cannabis and Industrial Hemp Control and Licensing Bill. In accordance with the Referendum Act, the petition will now undergo the process of vetting and verification by the Elections and Boundaries Department. Cabinet is committed to continuing to shepherd the process with respect for all concerned and considers this an inspiring and encouraging part of Belize's democratic system. Cabinet remains confident that in the end the right and best decisions will be made as a country.
- Cabinet gave its recommendation for the Attorney General to have introduced a bill at the next sitting of the House of Representatives to restructure the administration of the Supreme Court and the Court of Appeal with the introduction of the Senior Courts of Belize. The Senior Courts Bill is an amalgamation of the Supreme Court of Judicature Act and the Court of Appeals Act with amendments:
(1) to restructure the courts administration system by making the office of the Chief Justice the administrative leader for both the Supreme Court and the Court of Appeal;
(2) to introduce new officeholders such as Senior Judges in the Civil and Criminal Divisions of the Supreme Court, the Chief Registrar, Masters, and Judicial Assistants;
(3) to introduce specialized divisions in the Supreme Court, such as a Constitutional and Public Law Division, Family and Trust Law Division, Commercial Law Division, and such other divisions as the Chief Justice from time to time may find necessary;
(4) to remove marital fault grounds for divorce proceedings and to provide for gender-neutral provisions in relation to divorce and matrimonial proceedings.
These changes are being introduced to improve the efficiency, accuracy and consistency in the upper courts of the judicial system of Belize.
- Cabinet has also given its approval for the introduction of a bill to address consequential amendments to the Belize Constitution to provide for the additional judicial office holders as well as to provide for the office of the Chief Justice to be the administrative leader of the Supreme Court and Court of Appeal as well as for the renaming of the Supreme Court to that of the High Court. The office of the President of the Court of Appeal is being retained but shall be subject administrative to the office of the Chief Justice.
- Cabinet gave its recommendation for the Attorney General to have introduced, at the next sitting of the House of Representatives, a bill to amend the Marriage Persons (Protection) Act, Chapter 175 of the Substantive Laws of Belize, Revised Edition 2020. This is to allow for the removal of the fault grounds for an application for judicial separation before the Family Court, which is to be replaced with the ground of incompatibility. Too many times the Family Court is bogged down with acrimonious family proceedings that are not conducive to the family healing and moving on, with children being affected by such proceedings. It is important to note that these proposed amendments will not affect the protection against domestic violence under the Domestic Violence Act and will not affect the rights of maintenance for spouses and children.
- Cabinet took note of the protocol to amend the Revised Treaty of Chaguaramas to allow Enhanced Cooperation Among CARICOM Member States and gave its approval for the Ministry of Foreign Affairs, Foreign Trade & Immigration to ratify the amendments to the protocol on the Revised Treaty to Allow for Enhanced Cooperation Among Member States.
- Finally, the Prime Minister informed Cabinet that on Saturday, 7th May 2022, the President of the Republic of Mexico, His Excellency Andrés Manuel López Obrador will be making an official visit to Belize.

Cabinet Brief 26th May 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 24th May 2022.
The Minister of Blue Economy and Civil Aviation informed Cabinet of a constructive meeting with the leaders of communities in southern Belize to address the issue of erosion on Silk Caye. After meeting with relevant stakeholders, a task force was established including the community leaders, technical advisors from the Ministry of Blue Economy and Civil Aviation, Ministry of Natural Resources, Petroleum and Mining, Ministry of Sustainable Development, Climate Change and Disaster Risk Management, and the Belize Coast Guard. Based on the findings of the assessment, the Fisheries Department will be giving approval for the community to proceed with the work started to address the erosion with the support of the technical experts.
Cabinet noted that at Monday's House Committee Meeting, stakeholders presented their concerns regarding the Trade License Bill 2022. Noting the fragile state of the entertainment industry caused by the COVID-19 pandemic, Cabinet agreed to defer any fee for local entertainers while consultations continue with stakeholders in the entertainment industry. In addition, Cabinet will consult to develop incentives for the creative sector. All other recommendations presented at Monday's House Committee Meeting will be duly considered before the revised bill is presented to the House of Representatives for consideration.
Cabinet gave its recommendation for a motion to be presented at the next sitting of the National Assembly for a loan motion from the Central American Bank for Economic Integration (CABEI) for US$24 million to finance the upgrading and rehabilitation of 16 miles of the Philip Goldson Highway, from mile 8 ½ to 24½. The rehabilitation of this 16-mile section of the Philip Goldson Highway is expected to reduce transportation costs and accident rates, increase access to services, increase employment opportunities and improve climate resilience.
With a view to fast-track private sector investment and further stimulate economic growth, Cabinet approved certain policy and legislative adjustments to reduce turn-around time and streamline processes and provide additional incentives for various investment incentives programs including the small business (MSME) enhancement program, the designated processing areas program used by BPO's, agro-processing, aquaculture and manufacturing, and the fiscal incentives program used by tourism and other business ventures.
Cabinet approved the development concept of a Government Administration Campus in Belize City in the Lake Independence Development Area using a public-private partnership vehicle. It is intended that such a campus will consolidate government departments scattered across the city including the various courts of the judiciary and enable the more efficient provision of government services to the public.
Cabinet took note of the report from the Inter-Ministerial Committee on measures that would improve the effectiveness of garbage disposal as well as recommendations on the sustainable practices to promote a clean environment, climate protection and zero waste for the health, aesthetics and well-being of the country. Recommendations include a review of the current environmental protection regulations, amendments to the Returnable Containers Act, strengthening the institutional capacity of the Department of the Environment, new actions on plastic and waste disposal and an awareness campaign on cleaner communities and recycling.
On COVID-19, as of 23rd May 2022, 216,474 or 50.32% of the total population have received at least one dose of the vaccine, 211,693 or 49.21% of the total population two doses, and 47,671 or 11.09 % of the total population had received booster shots. As of 23rd May 2022, 31,803 or 54.56% of the target population (58,292) of children ages 12 to 17 years have received at least one dose of the vaccine and 26,628 or 45.68% of the target population have been fully vaccinated. Since the start of the pandemic, the cumulative number of deaths up to 20th May 2022 is 677.
The Ministry of Health & Wellness reminds the public that an unvaccinated person is 24 times more likely to die compared to a vaccinated person and statistics show that the adjusted mortality rate for every 10,000 people is 1.99 among fully vaccinated, 6.35 among partially vaccinated and 48.42 per 10,000 unvaccinated individuals.
Finally, Cabinet advises all Belizeans to continue to adhere to COVID-19 prevention safety measures including wearing a face mask in public, maintaining physical distance where possible and washing hands regularly. Cabinet also encourages all those not yet vaccinated to do so. Vaccines save lives.

The Cabinet, chaired by Prime Minister, Hon. Johnny Briceño, met in regular session on May 30, 2022.
Cabinet received comprehensive details from NEMO and the Chief Meteorology Officer on our state of preparedness for the 2022 Hurricane Season.
The Cabinet gave its recommendation to introduce a Bill at the next session of the House of Representatives to amend the Belizean Nationality Act, Chapter 161 of the Belize Laws, to provide the legal regime for i Implement the Amnesty 2022.
Cabinet considered the growing cost of wheat and the growing overall cost for bread production. The Cabinet studied several measures designed to keep the cost of bread for consumers as low as possible while at the same time ensuring that bakers receive a fair profit on their production as the price of bread from 16 ounces will continue to be monitored.
Cabinet approved a comprehensive National Investment Policy and Strategy to encourage and facilitate private investment in Belize in support of continued stimulus to economic growth.
The Cabinet considered and approved the adoption of the Belizean National Policy on Child Labour 2022-2025. The new policy was developed through extensive consultation and in collaboration with UNICEF, the International Labor Organization, and other relevant national stakeholders.
Cabinet approved amendments to the legal instrument dealing with regulations for maritime taxis to introduce provisions to improve the safety and efficiency of the maritime taxi industry.
Cabinet approved a Summer Vocational Internship Program to be administered through the Ministry of Public Service to 130 fourth form and semi-higher students. The internship program, which will place students in different government ministries, will be divided into two age groups for one month, in July and August.
Cabinet was briefed of the latest details regarding the state of the COVID-19 pandemic in Belize. By April 30, 2022; 217,179 people i.e. 50.48 percent had received at least one dose of the vaccine and 212,010 i.e. 49.28 percent had been fully vaccinated. Of the population ages 12 and 17, 26,695 had received two doses of the vaccines. To date, 49,063 booster vaccines had been administered. So far, there are 1,128 active cases with a positivity index of 14.2 percent..
Finally, the Cabinet advises all Belizeans to continue to comply with safety measures regarding COVID-19 including wearing your face mask when in public, maintain physical distancing as much as possible, and washing wash your hands regularly. Cabinet Brief 16th June 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 14th June 2022.
Cabinet gave its approval for the Ministry of Home Affairs & New Growth Industries to proceed with Intake Squad 96. This would increase the strength of the Belize Police Department by an additional 150 police officers. Persons wishing to apply to join the Police Department must have completed a minimum of high school education. A recommendation from their area representative is no longer a requirement.
Cabinet approved a request for funding by the Ministry of National Defence & Border Security to conduct the 2022 Battle Camp for the Belize Defence Force Volunteer Element and the Belize Defence Force Youth Cadet Corps. In addition, Cabinet gave its support for the Belize Security Services to look into the possibility of having their members participate in United Nations Peace Keeping Operations as military observers or staff officers.
Cabinet endorsed the establishment of a National Quality Policy (NQP) to provide for cooperation and collaboration across a network of quality infrastructure institutions that serve alongside the Belize Bureau of Standards to protect the interest of consumers. This NQP will also serve to strengthen existing quality infrastructure institutions to improve the competitiveness of Belizean products and services, creating greater integration opportunities in regional and international markets.
In an effort to have sanctions lifted against Belize for nonpayment of its mandatory contributions to the Universal Postal Union (UPU), as far back as 2015, Cabinet gave its approval for the Ministry of the Public Utilities, Energy, Logistics and E-Governance to sign a debt rescheduling agreement with the UPU. This will allow for sanctions to be lifted against the Belize Postal Service thereby making it easier to communicate and transact with postal couriers regionally and internationally.
Cabinet supported a request from the Ministry of Tourism and Diaspora Relations to work with the Attorney General's Ministry to introduce amendments to the Hotels and Tourist Accommodation Act that would allow for the variation in the rates of tax for different categories of guests for specified periods. Additionally, approval was given to make amendments to the regulations to streamline the existing minimum requirements for hotels and incorporate health and emergency preparedness into the minimum standards.
Cabinet approved the proposed Peoples' Constitutional Commission Bill, 2022, to allow for the establishment of the Peoples' Constitutional Commission, its composition, and other related matters which will be presented to the National Assembly for consideration and approval.
The Minister of Foreign Affairs, Foreign Trade and Immigration informed Cabinet of the increase in requests for permits to allow charter flights from Haiti to Belize with Haitians. The ministry has carefully assessed these applications and is satisfied that they are not genuine tourist flights. Accordingly, in consultation with the Ministry of Blue Economy & Civil Aviation, permission to land will not be granted. The minister is considering revoking visa-free travel to Belize for Haitians.
Cabinet was provided with a written update on the status of vaccinations. Currently, there are more than 245,000 vaccines on hand. As of 14th June 2022, 24489 persons or 52.1 percent had received at least one dose of the vaccine and 212,174 or 49.3 percent have been fully vaccinated. Of the population ages 12 to 17 years, 26,708 have received two doses of the vaccines. To date, 49,636 booster shots have been issued.

Cabinet Brief 14th July 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 12th July 2022.
- Cabinet was updated on initiatives being undertaken by the Ministry of Education, Culture, Science and Technology and enthusiastically supported a proposal to increase the age of compulsory education from 14 to 16, recognizing that while this change will lead to other legislative and policy changes, it is a critical move to help to prepare Belizean students for life.
- Cabinet was also informed and supported the Ministry of Education's proposed multi-layered approach of the Belize Education Upliftment Project: Together We Rise, which will focus on providing specific targeted interventions to four schools in the Southside Belize City.
In addition, Cabinet was informed of the Belize National Curriculum Framework 2022, which has been developed after months of consultation and focused effort. The highest priority of the new Framework is to build competency in students from pre-primary through to secondary levels. The 2022-2023 academic year will serve as a pilot and transition year for schools.
Cabinet also supported the Ministry of Education in the specific areas and projects that have been identified by the University of Belize as part of the developmental requirements necessary for it to meet its national mandate.
- Cabinet approved the strengthening of the Women and Families Support Department of the Ministry of Human Development, Families and Indigenous Peoples' Affairs to improve access and service delivery to ensure comprehensive support services to women and families and provide a strengthened response to domestic violence. This initiative will include the hiring of additional personnel to assist vulnerable groups that may be experiencing a range of social issues.
- Cabinet approved the introduction of legislation to amend the Mutual Administrative Assistance in Tax Matters Act, and regulations thereunder, to remove legal deficiencies and more effectively implement the Common Reporting Standards on the automatic exchange of financial information in tax matters further to commitments with the European Union.
- Cabinet gave its approval for the Ministry of Tourism to apply to become a member of the United Nations World Tourism Organization, the world's leading agency that is dedicated to the promotion of responsible, sustainable and universally accessible tourism.
- The Minister of the Public Service, Constitutional and Political Reform, and Religious Affairs briefed Cabinet on the results of the vetting process by the Chief Elections Officer for the petition on the Cannabis and Industrial Hemp Control and Licensing Bill pursuant to Section 2(4) of the Referendum Act. Of the 20,112 petitions submitted, 18,891 or 10.07 percent of the total number of registered electors were accepted, thus triggering a referendum. Cabinet is satisfied that the democratic process was followed and welcomes the opportunity to hear from the electorate on this issue.
- The Minister of Health & Wellness informed the Cabinet of the presence of the BA.2 and BA.5 COVID-19 subvariants in Belize, indicating that persons with these subvariants are presenting varying degrees of symptoms, ranging from runny nose, sore throat, headache, tiredness, cough, body aches and fever.
- Cabinet was provided with an update on the status of vaccinations. Currently, there are more than 210,950 vaccines on hand. As of 11th July 2022, 227,461 persons or 52.8 percent had received at least one dose of the vaccine and 217,269 or 50.9 percent have been fully vaccinated. Of the population ages 12 to 17 years, 31,918 have received two doses of the vaccines. To date, 49,805 booster shots have been issued.
- Finally, Cabinet approved the removal of all public health measures at points of entry, but cautions that in light of the presence of the BA.2 and BA.5 subvariants in Belize, vaccines remain the best protection against severe disease and death from COVID-19.

Cabinet Brief 21st July 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 19th July 2022.
Cabinet congratulated the Belize National Women's Volleyball Team and coaching staff on winning the silver medal in the XIX U-21 Female Central American Volleyball Championship Games and commended the organizers for the excellent work of hosting the regional volleyball tournament.
The Minister of Blue Economy and Civil Aviation made a presentation to Cabinet on the economic importance of making aviation in Belize a national priority, including the concept of a proposed Aviation Hub City for Belize. As a result, Cabinet formed a ministerial working group comprised of the Minister Blue Economy and Civil Aviation, the Minister of Tourism and Diaspora Relations, and the Minister of Finance to present a roadmap within four weeks' time. The plan will include a feasibility study for the proposed Aviation Hub City.
The Minister of Blue Economy and Civil Aviation updated Cabinet on technical support that has been committed to Belize by COCESNA and the Federal Aviation Administration in preparation for the 2023 International Civil Aviation Organization audits.
The Minister of Health & Wellness reported to Cabinet that a case of the Monkeypox Virus was confirmed in Chetumal, Quintana Roo, Mexico, and in other states in the region. In response, Cabinet requested the Ministry of Health & Wellness prepare a report to present at the next meeting of Cabinet on the ministry's level of readiness for the Monkeypox Virus as well as a report on the Marburg virus disease (MRAV) which, at present, is classified as having minimal risk of becoming an epidemic but has affected a few persons in Africa.
Cabinet was updated on the outcome of the 26th May 2022 meeting of BPO Stakeholders on the diversification of the industry into higher tier services and accepted the recommendations that emanated from the meeting, including the establishment of a working group to implement the recommendations which include the preparation of a National Strategy to Develop Belize's Global Digital Services Sector.
Cabinet was provided with the weekly update on the status of COVID-19 vaccinations. Currently, there are more than 209,950 vaccines on hand. As of 18th July 2022, 227,658 persons or 52.9 percent had received at least one dose of the vaccine and 217,803 or 50.6 percent have been fully vaccinated. Of the population ages 12 to 17 years, 26,720 or 45.8 percent have received two doses of the vaccines and 5,274 or 7.2 percent of the population ages 5 to 11 have received two doses of the vaccines. To date, 49,878 booster shots have been issued. Total deaths as of 18th July 2022, 680 and 689 active cases.
Finally, Cabinet welcomed the report from the Minister of Education, Culture, Science & Technology on the preparations by the National Celebrations Commission for this year's National September Celebrations and offered its congratulations to Ms. Sheryl Distan who submitted the theme for this year's celebrations: Valiant and Bold, Proud and Strong! Cabinet Brief 28th July 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 26th June 2022.
Cabinet was briefed by the Ministry of Finance and the Ministry of Health and Wellness on the very serious public concerns raised in respect of the proposed Social Security Board (SSB) loan to Pharmacy Express Limited. Cabinet fully respects the autonomy of the SSB but supports the importance and necessity of ensuring that all relevant information regarding Pharmacy Express Limited is shared with SSB before a final decision is made in respect of the loan. Cabinet understands that SSB funds are the people's money and should always be subject to the highest levels of care, scrutiny, transparency, and management.
The Deputy Prime Minister and the Minister responsible for Religious Affairs reported to Cabinet about their successful meeting with church leaders during which they discussed the matter of holding a referendum on the legalization of cannabis. After learning of the outcome of the meeting, Cabinet accepted the recommendation to defer the referendum until further notice and to make the necessary amendments to the Cannabis legislation to ensure that the bill will only be enacted into law after the holding of the referendum.
The Minister of Health & Wellness updated Cabinet on several health issues, including the ministry's level of preparedness for the possibility of detection of the Monkeypox virus in Belize. Already, the virus has been detected in Mexico, the United States, Jamaica, and the Commonwealth of the Bahamas. Additionally, the minister reported on a case of polio detected in the United States and assured Cabinet of efforts to vaccinate children against polio to ensure that Belize returns to 95 percent of children in Belize vaccinated against polio.
Cabinet welcomed the news from the Minister of Agriculture, Food Security and Enterprise that the shrimp industry is on the rebound. The minister reported to Cabinet that the current status of the industry, which was decimated by the Early Mortality Syndrome (EMS) disease detected in Belize in 2015, is reviving and has significantly improved prospects for the future. The Ministry of Agriculture projects that this year's shrimp production could reach as high as 2.5 million pounds at a value of over BZ$12.5 million.
Cabinet was provided with a written update on the status of COVID-19 vaccinations. Currently, there are more than 209,950 vaccines on hand. As of 26th July 2022, 227,767 persons or 52.9 percent had received at least one dose of the vaccine and 218,203 or 50.7 percent have been fully vaccinated. Of the population ages 12 to 17 years, 26,722 have received two doses of the vaccines and of the population five to 11 years, 5,626 or 7.6 percent of have received two doses. To date, 49,921 booster shots have been issued.

Cabinet Brief 4th August 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 2nd August 2022.
After deliberating on the results of the meeting of 19th July 2022, and the letter from the churches dated 25th July 2022 addressed to the Deputy Prime Minister Hon. Cordel Hyde on the matter of the holding of a referendum on the proposal to issue licenses for the sale and use of marijuana in Belize, the church leaders, on behalf of the petitioners and the Government of Belize, requested that the Governor General defer the issuing of the Writ of Referendum until a date to be determined. In addition, Cabinet supported the recommendation to issue a joint statement from the government and churches on the matter.
The Minister of Home Affairs and New Growth Industries updated Cabinet on the investigation into the tragic incident at a Hopkins nightclub, which resulted in the death of two persons and another eight injured. The minister informed Cabinet that three persons were in custody. He assured Cabinet that police investigations will be thorough and that no effort will be spared to bring the perpetrators to justice.
The Ministry of Public Utilities, Energy, Logistics and E-Governance, with the assistance of the European Union, has embarked on a consultation process for the development of a National Energy Plan, which will create a path to energy independence through the increased use of sustainable renewable sources of energy.
Cabinet discussed the National Micro, Small, and Medium-sized Enterprise (MSME) Policy and Strategy for 2022-2025 presented by the Ministry of Investment. The new policy and strategy were approved along with several key recommendations, carving a roadmap with significant contributions to the efforts that have been undertaken to strengthen the MSME ecosystem in Belize. This national effort towards MSME resilience and sustainability compliments the recent strategy to increase the call to support local businesses by buying locally produced goods and services. This support is crucial, given MSME's contributions to economic development, through job creation, strengthening communities, and increased contributions to gross domestic product (GDP). In Belize, MSMEs are responsible for approximately 70 percent of national employment and close to 50 percent of the country's GDP.
Cabinet's commitment to focusing on leading the sustained growth and prosperity of all Belizeans, through inclusion and partnership, is highlighted in these initiatives. Through the national initiatives to support MSMEs across Belize, there will be the implementation of the National MSME Roadshow between August to November 2022 which will include the following pillars: capacity building, access to finance, policy, and legislation, msme formalization, and market access.
Cabinet also endorsed the first-ever MSME National Roadshow, which will be launched on Friday, 5th August 2022 at 10:00 a.m. at the Best Western Belize Biltmore Plaza Hotel in Belize City. The National Roadshow, spanning approximately four months, will take the services to all district towns and major tourist destinations. This major endeavour will allow MSMEs countrywide to access important services very close to home, ensuring that micro, small and medium-sized businesses have the opportunity to get business-ready or grow their businesses to the next level.
Cabinet was provided with a written update on the status of COVID vaccinations. Currently, there are 219,950 vaccines on hand. As of 29th July 2022, 227,851 persons or 53.0 percent had received at least one dose of the vaccine and 218,203 or 50.8 percent have been fully vaccinated. Of the population ages 12 to 17 years, 26,723 or 45.8 percent have received two doses of the vaccines and of the population 5 to 11 years, 5,825 or 8.0 percent of have received two doses. To date, 49,964 booster shots have been issued.

Cabinet Brief 22nd August 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 19th August 2022.
A report was presented to Cabinet on the recent tropical wave that passed over Belize between 17th and 18th August and caused significant flooding which resulted in damage to the country's national highways and primary feeder roads, causing damages in the millions of dollars. Cabinet discussed and gave support for supplemental appropriations of BZ$12 million to be presented to the House of Representatives to cover the cost of these emergency repairs.
Cabinet received a comprehensive report from the Ministry of Finance regarding settlement discussions relating to the 2013 cancellation of an agreement for Belize International Services Ltd. (BISL) to manage the international ships and companies' registries. Following a July 2020 Caribbean Court of Justice judgement, that government had acted illegally in taking back the registries, BISL's damages claim stood at some US$65 million at the start of the administration in November 2020. Cabinet considered a steeply discounted settlement of this obligation, recommended by a debt management team of the Ministry of Finance. Approved in principle by Cabinet, the proposed settlement, which requires the National Assembly's approval, would substantially reduce government's contingent liabilities.
Cabinet supported the recommendation from the Attorney General's Ministry to introduce amendments to the Non-Governmental Organizations Act to allow for the appointment of a Registrar and to provide for the appointment of a Deputy Registrar to be appointed under the Belize Companies Act to be the Deputy Registrar of Non-Governmental Organizations and to provide for the delegation of powers and functions of the Registrar and Deputy Registrar. In addition, Cabinet recommended amendments to the Patents Act to provide that the Registrar of the Belize Intellectual Property Office (BELIPO) be a sitting Registrar at BELIPO.
Cabinet gave its approval for the devolution, in principle, of the Department of Civil Aviation to a statutory body and the establishment of a Belize Civil Aviation Authority.
To realize the benefits of integration, Cabinet recommended that amendments are made to the Immigration Act and Caribbean Community Free Movement of Skilled Persons Act to allow for free movement of agricultural workers and security guards and to amend the qualification requirements for household domestics now domestic workers.
Cabinet was provided with an update on the status of vaccinations. Currently, there are more than 210,950 vaccines on hand. As of 16th August 2022, 228,187 persons or 53.04 percent had received at least one dose of the vaccine and 219,116 or 50.9 percent have been fully vaccinated. Of the population ages 12 to 17 years, 26,726 have received two doses of the vaccines. Of the population ages 5 to 11 years, 6,353 have received two doses of the vaccines. To date, 50,329 booster shots have been issued.
Finally, Cabinet congratulates our Belizean athletes who successfully competed at the North American Power Lifting Federation Competition in Panama where six of our eight Belizean athletics won medals, two gold and four bronze for a total of six medals.

Cabinet Brief 8th September 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 6th September 2022.
Cabinet affirmed its policy decision that no surface mining (strip, open put, mountain top) or any other type of mining activity in the Gales Point Manatee area shall be permitted having regard to the surrounding communities' concerns and given the threats and damages it may cause to the environment, including its extensive and sensitive biodiversity, watershed and other immense ecological systems.
Cabinet approved the establishment of the National Women's Commission as a statutory body of the Ministry of Human Development, Families and Indigenous Peoples' Affairs thus allowing this institution to legally address gender issues and to coordinate all national efforts relating to gender equality, equity and women's empowerment.
The Prime Minister reported to Cabinet on his successful trip to Berlin, Germany, where, at the invitation of the technology company Variodin AG, he led a delegation of technical experts on a research and educational visit to have a better understanding of how Belize and the Caribbean region can capitalize and mitigate the growing threat of sargassum to the region's critical tourism industry. The Prime Minister is seeking technological solutions in managing sargassum, for the production of energy, and based on ongoing research, believes that Variodin's technology is suited for Belize's needs in helping to mitigate the sargassum problem.
Cabinet approved the signing of an Air Transport Agreement between Belize and the State of Qatar, granting the two countries the right to fly across each other's territory and make stops in each other's territory and establish scheduled international air services.
Cabinet gave its approval for the Ministry of Economic Development to sign a memorandum of understanding in connection with the Canada-CARICOM Expert Deployment Mechanism. This mechanism will enable Belize over a period of four years to access up to 29 technical assistance programs free of cost from Canada. These may be utilized to address Belize's priority needs by supporting institutional strengthening and economic growth through the transfer of skills and knowledge and fostering locally-driven, sustainable solutions that are equitable, inclusive and environmentally responsible.

Cabinet Brief 15th September 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 13th September 2022.
' Cabinet gave its approval for the removal of overtime restrictions for healthcare workers. This will improve the terms of service and timeliness of payment of overtime to healthcare workers.
' Cabinet determined that Monday, 19th September 2022, will be observed nationally as a public and bank holiday. This is the day of the State Funeral for Her Majesty Queen Elizabeth II and coincides with National Service Day, which will be observed as a day of service. This is a one-time statutory holiday and will not be on the schedule of holidays. In this regard, a statutory instrument has been signed by the Minister of Home Affairs & New Growth Industries.
' Cabinet gave its approval for amendments to be made to Statutory Instrument No. 6 of 2020 to facilitate the application process for the new Belizean Electronic Passports (E-passports) and to legally operate the Electronic Passport Issuance and Control System (EPICS), beginning October 2022.
' Cabinet was notified of an outbreak of the Avian Influenza (H5) disease, commonly known as bird flu, in two communities in Belize and approved measures recommended by the Belize Agricultural Health Authority (BAHA) to control and eradicate the disease. Measures include depopulation of birds from affected farms, cleaning and disinfecting of these farms, checkpoints to control the movement of poultry and poultry products from affected farms, and increasing surveillance in communities where there is a presence of the disease. Cabinet was given the assurance by the Minister of Agriculture that measures to effectively control this outbreak are being implemented by BAHA and that there is no shortage of poultry and poultry products in Belize at this time.

Cabinet Brief 13th October 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 11th October 2022.
- The Minister of Agriculture notified Cabinet that the quick response by government and poultry producers to address the outbreak of the avian flu in Belize was successful. All tests conducted by Belize Agricultural Health Authority show Belize is completely free of the avian influenza virus. As such, quarantine measures have been discontinued.
- Cabinet received a preliminary damage report from the Minister of Sustainable Development, Climate Change & Disaster Risk Management on the flooding resulting from the heavy rains caused by Hurricane Julia and has requested that a damage assessment and needs analysis be conducted. In addition, Cabinet approved initial monies from the Contingency Fund to provide assistance to those most affected by the flooding.
- Cabinet approved the signing of a memorandum of understanding (MOU) between Belize and Variodin AG, a technology company based in Germany. The MOU will set the conditions for capitalizing on and mitigating the growing threat of sargassum to the region's critical tourism industry by using it to produce energy.
- Cabinet approved the signing of an agreement for the establishment of a Belize country office by the Central American Bank for Economic Development (CABEI).
- Cabinet approved just over BZ$677,000 in additional funding for the Ministry of Rural Transformation, Community Development, Labour & Local Government. The funds will be used to acquire a new well rig and support vehicle to provide access to water for 22 rural communities that currently do not have a water system and allow for effective maintenance to the 108 communities that currently depend on rural water systems. The total cost of the rig and support vehicle is BZ$2.1 million of which BZ$1.5 million is a grant from the Republic of China (Taiwan).
- Cabinet gave its approval for Belize to accede to the United Nations Convention on the Use of Electronic Communications in International Contracts. This will complete and update existing legislation as well as provide a strategic advantage to the country when promoting e-commerce and information technology-related services.
- The Prime Minister informed Cabinet that after accepting to serve as the Chairperson of the Public Service Commission, Mr. Cresencio Sosa, Sr. requested that his name be withdrawn from the post due to illness. The Cabinet shares best wishes to Mr. Sosa for a full recovery.
- Finally, Cabinet gave its recommendation on a number of legislative amendments and laws which will be presented at the Sitting of the House of Representatives on Monday, 17th October 2022.

Cabinet Brief 20th October 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 18th October 2022.
- Cabinet received an update from the Minister of Education on the CDB Belize Education Sector Reform Program II. The program is entering a new phase which will see the construction and retrofitting of 27 schools across the country. Importantly, this phase of the program will include the rehabilitation and retrofitting of Stella Maris School and the Leo Bradley and Turton libraries in Belize City.
- Cabinet reviewed the approved Work Program for 2022/23 and accepted two concept notes for the development of project proposals through the Millennium Challenge Corporation (MCC) for the Education and Energy sectors.
- Cabinet received an update from the Ministry of Public Utilities, Energy, Logistics & E-Governance on the plan for the transformation and modernization to a digital government. The National Digital Agenda is a part of the government's commitment to becoming a more open, efficient, and effective government and is in partial fulfilment of Plan Belize.
- Cabinet approved the supplementary Capital II budget appropriations for BZ$734,000 to support the work of NEMO, through its Operations Center, to replace materials and supplies critical to its efforts during national emergencies.
- Cabinet endorsed the list of public and bank holidays for 2023 submitted by the Minister of Home Affairs & New Growth Industries in accordance with Section 3 of the First and Second Schedules to the Holiday Act.
- Finally, Cabinet congratulates the young Belizean students from Belize High School who won a gold medal at the FIRST Global Challenge International Robotics Competition in Geneva, Switzerland.

Cabinet Brief 27th October 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 25th October 2022.
- Cabinet gave its approval for an amendment to Statutory Instrument No.110, titled Telecommunications (Licensing Classification, Authorisation and Fee Structure Amendment Regulations 2021, to amend regulations to clarify the various classifications of licenses, services to be provided under various licenses and their applicable fees and to clarify the services which can be provided under a class license. These amendments would bring about much-needed clarity to the regulations, improve the administration by the Public Service Commission of license holders and update the fees payable under the regulations to be in line with current industry costs.
- Cabinet approved a proposal by the Ministry of the Public Service, Constitutional and Political Reform and Religious Affairs to modernize the recruitment and promotion system and to revamp and modernize the Human Resource Management systems. The objective is to create a more professional, responsive and effective Belize Public Service.
- Cabinet approved the entry by Belize, by way of Senate ratification of the 2012 Cape Town Agreement, to enhance safety standards and requirements for Belize registered high seas fishing vessels as well as strengthen efforts to combat illegal, unreported and underregulated fishing activities. Cabinet also gave its approval for Belize to accede to the Convention on the Conservation and Management of High Seas Fishery Resources in the South Pacific Ocean to enable Belize to participate as a voting member and influence the allocation of fishing quotas in the South Pacific Ocean to Belize.
- Finally, Cabinet welcomed a visit from the students of Belize High School who won the gold medal in the FIRST Global Challenge, which featured high school students from 180 nations competing to build and program a robot. During the visit, the students demonstrated to Cabinet how they constructed and programmed their robot to compete at the event. For their efforts, the students were presented with letters of commendation by Hon. Francis Fonseca, Minister of Education, Culture, Science and Technology. Additionally, Prime Minister Hon. John Briceño presented a citation to the students and the school in recognition of their excellent performance at the competition.

Cabinet Brief 1st December 2022
The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 29th November 2022.
The Cabinet received an update from the Prime Minister on his official visit to the Bolivarian Republic of Venezuela and successful meetings with President Nicolás Maduro, where they agreed to strengthen the close bonds of friendship and solidarity between Belize and Venezuela. They committed to working together on matters of trade, energy, tourism, communications, air connectivity, education, culture and housing. President Maduro announced that Petrocaribe was being renewed and expanded and that Belize would continue to be one of the beneficiaries. The Prime Minister also updated Cabinet on the important negotiations on the debts owed by Belize to Venezuela on which a new agreement was reached that brings substantial benefits to both countries.
Cabinet approved the introduction of the General Revenue (Supplementary Appropriations) (No. 4) Bill at the 2nd December 2022 House Sitting, including to appropriate further sums of money for the use of the Public Service of Belize including for hurricane relief. In addition, Cabinet also approved the tabling of two loan motions and for Government to provide government guarantees for the Development Finance Corporation to support tertiary level education and micro, small and medium enterprises (MSMEs) in Belize.
In an effort to ensure the adequate monitoring and regulation of construction in Belize, Cabinet gave its approval for the establishment of general guidelines by which the Central Building Authority (CBA) will operate. The Belize Building Regulations, 2022 will set out procedures and general requirements of the CBA. This knowledge would lead to greater transparency and promote overall safety in construction in Belize.
Cabinet gave its approval for a three-month extension of the registration period of Amnesty 2022, to February 2023.
Cabinet approved amendments to the Fiscal Incentive Act to support MSMEs with important duty exemptions for their capital investments, to incentivize their formalization, and to earmark government procurement to MSMEs with a view to stimulate economic growth and improve Belize's investment climate.
Cabinet approved the introduction of a bill to provide for the creation of a credit bureau in Belize. The Credit Reporting Bill will establish a legal framework for a credit reporting system that will provide objective credit information to lenders, foster efficient credit decision-making, and a sound level of consumer protection.
Cabinet also gave its approval for the repeal and replacement of the Financial Services Commission Act, 2020 with the Financial Services Bill to strengthen the regulatory powers of the commission and introduce several key provisions to ensure that it is in line with best international standards and obligations to ensure the integrity and compliance as well as promote Belize's reputation for conducting and promoting good business
Finally, in commemoration of World AIDS Day, observed under the theme, "Equalize," Cabinet encourages all Belizeans to join in the global call to end AIDS as a public health threat by 2030.

Cabinet Brief 12th January 2023
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 10th January 2023.
- Cabinet welcomed a presentation from members of the Belize Sugar Cane Farmers Association on their ongoing negotiations with the Belize Sugar Cane Industry/American Sugar Refinery over the current situation in the industry, including an agreement on revenue sharing.
- In enhancing efforts to improve the quality and delivery of health services in Belize, a PlanBelize commitment, Cabinet gave its approval for the Ministry of Health & Wellness to upgrade its fleet of ambulances starting with the purchase of three ambulances.
- Cabinet was briefed by the Minister of Foreign Affairs, Foreign Trade and Immigration on the work program as Belize assumes the Presidency Pro Tempore of the Central American Integration System (SICA). During its six-month chairmanship of SICA, Belize will focus on the following priorities: migration, climate change and food security.
- Cabinet gave its approval for Belize to ratify the Regional Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean (ESCAZU Agreement). This Agreement will uphold and strengthen the values of democracy in the region, foster more inclusive community-oriented actions and set the foundation for improved policy and decision-making.
- Cabinet gave its approval for the tabling of amendments to the Immigration Act and the Caribbean Community Free Movement of Skilled Persons Act with a view to allow for the free movement of economically active citizens who can contribute to stimulating a robust economy with greater employment and productivity.
- Cabinet approved the presentation of two proposed loan motions at the next sitting of the House of Representatives - one for US$15 million in support of the competitiveness of micro, small, and medium-sized enterprises (MSMEs), particularly in the agriculture and tourism sectors, and the second for US$8 million for Trade and Investment Facilitation to promote investment and trade through simplification, standardization, and automation of key procedures including the establishment of a single investment window and a single trade window. Both loans are being facilitated through the Inter-American Development Bank on favourable terms.
- Cabinet gave its approval for the Attorney General's Ministry to bring into force the Caribbean Treaty on Mutual Legal Assistance in Serious Criminal Matters.
- Finally, Cabinet wishes all Belizeans a safe and happy George Price Day.

Cabinet Brief 2nd February 2023
The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 31st January 2023.
- After learning of some of the challenges and concerns currently facing producers in the Dairy Sector, Cabinet requested that the Minister of Agriculture, Food Security & Enterprise along with the Minister of Foreign Affairs, Foreign Trade & Immigration initiate a comprehensive assessment of the sector in Belize.
- Cabinet approved plans for the Ministry of Public Utilities, Energy, Logistics & E-Governance to execute the development of a roadmap and implementation plan for the launch of a National Identification Project. This project will include the establishment of a civil registry authority and will be implemented over the next three years.
Additionally, Cabinet gave its approval for the ministry to lay before the Senate articles of accession to the Convention on Facilitation of International Traffic. This will enhance Belize's maritime operations, geared at enhancing trade, facilitating shipping and the carriage of passengers through the digitalization of the processes at the ports in Belize.
- Cabinet gave its endorsement of two initiatives to enhance dialogue and coordination among the countries of the Mesoamerican region. The Regional Action Plan for Public and Private Actors for the Implementation of Short Sea Shipping in Mesoamerica and the Mesoamerica Agenda for Transportation, Mobility and Logistics will assist in building consensus, cooperation, coordination and attract resources to strengthen the Mesoamerican integration and development processes. The Mesoamerica Project is comprised of Belize, Colombia, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Mexico, Nicaragua and Panama.
- Cabinet gave its approval for the introduction of the Legal Aid Bill 2023 to put in place a proper legal structure to provide legal aid services to indigent citizens and to ensure that they are provided with adequate legal services. This bill will be introduced at this Friday's sitting of the House of Representatives. In this connection, Cabinet also approved amendments to the Senior Courts Act to repeal Section 225 for legal aid to be managed through the Legal Aid Commission and not the Office of the Registrar.
- Cabinet also gave its approval for the repeal and replacement of the Extraditions Act, Chapter 112 of the Substantive Laws of Belize to allow for a more effective and efficient extradition regime.
- Cabinet welcomed the announcement by the Attorney General that the Vital Statistics Unit will shortly commence mobile clinics in southern Belize to effect birth registration in rural communities in the south of Belize.
- Cabinet endorsed the establishment of a Women Parliamentarians Caucus as a joint standing committee of the National Assembly. This will allow for a formal space to address issues of gender equality, greater participation in the legislative process, and the sensitizing of the National Assembly's work through a gender lens.
- Cabinet approved the presentation of a loan motion at the next sitting of the House of Representatives for US$10 million to promote the digitization of firms and government agencies, to promote growth and increase efficiency in Belize's economy and reduce costs for citizens through the digitization of civil registration services. This loan is being facilitated through the Inter-American Development Bank on favourable terms.
- Cabinet gave its approval for the introduction of amendments to the Money Laundering and Terrorism Prevention Bill to satisfy the requirements of the Financial Task Force with respect to laws regarding national anti-money laundering, combatting the financing of terrorism and combatting proliferation financing.
- Finally, Cabinet congratulates the 50 Belizeans and their families on the acquisition of their new homes located at Blackberry Ridge Estates, a new residential community in Burrell Boom Village.

- Cabinet held an exchange with the members of the Executive Board of Directors of the World Bank, who are currently in Belize on a fact-finding mission and to see first-hand the strengths possessed and challenges faced by Belize in its national development. The International Finance Corporation, the private sector branch of the World Bank, was also present for the meaningful exchange with the Cabinet.
- The Prime Minister instructed that the Speaker of the House of Representatives set Friday, 10th March 2023, as the date for the presentation of the General Revenue and Appropriations Bill for FY2023/2024.

Cabinet Brief 2nd March 2023
The Cabinet, chaired by Prime Minister Hon. John Briceño, met on 28th February 2023.
- Cabinet discussed at length the global issue of inflation which has increased supply costs and, subsequently, the cost of goods and services locally. Despite government subsidies to the productive and transportation sectors, an increase in the minimum wage, and an employment boom, the cost of living continues to affect all Belizeans. A decision was taken to immediately convene a Cabinet sub-committee chaired by Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise, to (1) explore a short-term framework to alleviate the impacts on those most affected and (2) to explore any and all angles, including legal, to put an end to price gouging.
- Cabinet welcomed the offer from the Joint Unions to assemble a team that will actively assist with monitoring processes in stores to detect instances of price gouging. This is another demonstration of the government's commitment to working hand-in-hand with the unions for the good of our nation and all our people.
- Cabinet gave its support to a joint undertaking between the Ministry of Health & Wellness and the Ministry of Education, Culture, Science, and Technology, to promote healthy foods in schools in Belize. This is in response to the escalating health issues brought about by the availability of unhealthy food options for schoolchildren and adolescents. This may result in the gradual banning of unhealthy foods and sugar-sweetened beverages in our schools.
- Cabinet gave its approval for a package of amendments to legislation to be introduced at the next sitting of the House of Representatives in connection with the modernization of tax administration with respect to laws regarding anti-money laundering, combatting the financing of terrorism, and proliferation financing in Belize.
- Cabinet gave its approval for government to enter into two loan agreements with the Caribbean Development Bank (CDB). The first is for BZ$10 million to support the rehabilitation of 43.5 miles of rural roads in furtherance of the Resilient Rural Belize Program. The second loan agreement is for BZ$2.4 million to meet additional costs for the Belize Social Investment Fund to cover costs associated with four outstanding community projects, namely, Corazon Creek Technical High School building, Cristo Rey R.C. Pre-Primary and Primary School Construction Sub-Project, the continuation of the Libertad/Concepcion Rural Water System, and the Dorothy Menzies Child Care Center buildings.
- Finally, Cabinet wishes all Belizeans a safe and happy National Heroes and Benefactors Day.

Cabinet Brief 9th March 2023
The Cabinet, chaired by Prime Minister Hon. John Briceño, met on 7th March 2023.
Cabinet received a report from the Ministerial Consulting Team that has been engaged in meetings with the Joint Unions on the important issues of Increments and Pension Reform. Following the report, Cabinet agreed on the following:
1. Increments for all public officers and teachers would be unfrozen effective 1st April 2023.
2. The Ministerial Team would continue discussions with the Joint Unions Negotiating Team (JUNT) on the matter of the two increment points lost. Those discussions would be based on specific economic performance targets in the fiscal year 2024/25 and beyond.
3. The government will implement a phased approach to the Public Sector Pension Reform. In phase one, the goal is to institute, effective 1st July 2023, a new contributory pension scheme applicable only to new entrants into the Belize Public Service. Phase two will include a comprehensive review of the existing Public Service Pension Scheme to determine how to make it more effective, efficient and sustainable. For this purpose, a working group will be established, including the government, JUNT, the National Trade Union Congress of Belize, GAMAS, and the private sector.
After hearing presentations from the Belize Sugar Cane Farmers Association (BSCFA) and BSI/ASR, Cabinet has decided to convene a Commission of Inquiry to examine the modernization of the sugar cane industry and improve its viability.

Cabinet Brief 30th March 2023
The Cabinet, chaired by Prime Minister Hon. John Briceño, met on 28th March 2023.
- Cabinet discussed the effects of global inflation on Belize and ways to address the matter of the rising cost of living due to inflation. Following the discussion, Cabinet agreed to the following measures:
* set up meetings with wholesalers and retailers to ensure that ALL understand the urgency of the situation with a view to price control of goods and services;
* establish the practice of store inspections and monitoring as offered by the unions;
* revisit the list of basic commodities to expand the number of goods which are price-controlled; and
* review the grocery bag program to ensure that the Belizeans who need help the most are those benefitting.
- Cabinet reviewed the new $264-million master plan for the Philip Goldson International Airport (PGIA), an expansion plan, requested by the government and prepared by UK-based INFRATA Airport Consultants, for the Belize Airports Concession Company. Phase 1 improvements have already commenced with the construction of a new airport access road. Other works in this phase include the expansion of the terminal building, the construction of a larger aircraft apron, a new eastern taxiway and new parking facility, and new airport safety equipment.
To finance the new investments, Cabinet approved adjustments to the non-Belizean airport development fee and the funding period in accordance with existing provisions of the public/private sectors partnership agreement. The new master plan, announced by the Prime Minister in his New Year's address, is based on projected growth in passenger and aircraft movements at the PGIA through 2045.
• After a thorough discussion on the increasing number of visitors who are using Belize as a transit country to reach the United States, Cabinet determined that Belize will invoke Article 226 (a) of the Revised Treaty of Chaguaramas, which will allow for the Minister of Immigration to immediately impose a visa requirement for Haitians wishing to visit Belize and to require Jamaican nationals to provide evidence of fully paid non-refundable hotel reservations prior to boarding flights to Belize. In addition, a ministerial task force was set up to address the rampant smuggling occurring in this regard. The ministerial subcommittee will be chaired by the Minister of Foreign Affairs, Foreign Trade and Immigration and will include the Minister of Home Affairs & New Growth Industries and the Minister of Tourism & Diaspora Relations.
- Cabinet discussed the development of a passenger port and marina at the Commerce Bight Port in the Stann Creek District and set up a ministerial subcommittee to study the feasibility of developing a passenger, port and marina at the existing Port at Commerce Bight. The ministerial subcommittee will include the Minister of Tourism & Diaspora Relations and the Minister of Public Utilities, Energy, Logistics & E-Governance.
- To update and modernize regulations for those involved in pilotage, Cabinet gave its approval for the repeal and replacement of the present Pilotage Regulation. Additionally, through a new statutory instrument, new regulations will be introduced to provide that only pilots registered and licensed with the Belize Port Authority will be able to engage and conduct pilotage services in Belizean waters. It will also address other matters related to the modernization of the regulation of the industry.
- Cabinet gave its approval for Belize to accede to an amendment to the Montreal Protocol on substances that deplete the ozone layer. The amendment, known as the Kigali Amendment, commits to a healthy environment and greener climate that supports peoples' well-being and the economy and is rooted in Belize's sustainable development principles. In addition, Cabinet approved the ratification of the Minamata Convention on Mercury to protect human health and the environment from the adverse effects of mercury through its life cycle.
- Cabinet gave its approval for Belize to sign and ratify the Latin American and Caribbean Space Agency Convention, which will help the region to enhance its capacity in Earth observation systems for use in important areas such as agriculture, natural disasters, security surveillance, and other important areas.
- Cabinet is pleased to announce the State Visit of Her Excellency Dr. Tsai Ing-Wen, President of the Republic of China (Taiwan), who arrives in Belize on Sunday, 2nd April. As a part of her visit, President Tsai will be making an address at a joint sitting of the House of Representatives in Belmopan on Monday, 3rd April.
- Finally, Cabinet announces that government offices will close at midday on 6th April (Holy Thursday) through 10th April (Easter Monday) for the Easter Break. Cabinet wishes Belizeans a safe and blessed Easter.

The Cabinet, chaired by Prime Minister Hon. John Briceño, met on 11th April 2023.
- Cabinet discussions centred on the effects of global inflation on the cost of living in Belize. Following a meeting with the Chinese retail community, Cabinet has issued instructions for meetings with major importers and wholesalers with a view to eliminating gouging or bloating at every level of the supply chain. While inflation is a global pandemic, Cabinet realizes that it must do everything in its power to mitigate the impact on our people.
- Following two weeks of intervention with the Belize Sugar Cane Farmers Association and Belize Sugar Industries, Hon. Kareem Musa, Cabinet subcommittee chair, tasked with charting a path forward for the sugar industry, -ed Cabinet. Minister Musa reported that both sides have expressed the determination to reach a fair and transparent resolution to the impasse for the good of the industry and that serious discussions between parties are ongoing based on good faith, and not tension.
- Cabinet was advised that the process to resume the payment of performance-based increments to public officers, effective 1st April 2023, has commenced. There was unanimous agreement that moving forward, increments must be based on actual performance, and every discussion with the Joint Unions must include the implementation of a comprehensive, objective, and real appraisal system.
- Cabinet gave its support for the adaptation of the recommendations by the Ministry of Tourism & Diaspora Relations, in conjunction with the Belize Tourism Board, to amend the agreement between Government and Belize Island Holdings Limited, in relation to the Harvest Caye Cruise Port in Southern Belize, to improve and define future growth and development of the Harvest Caye Port.
- Cabinet gave its recommendation for amendments to the Law Revision Act to better reflect the current state of law with respect to Money Laundering and the Terrorism Prevention Act. These amendments will be introduced at the next sitting of the House of Representatives.
- Cabinet gave its approval for the ratification of the World Trade Organization Agreement on Fisheries Subsidies, which will establish new global rules for eliminating harmful subsidies and protecting global fish stocks.

Cabinet Brief 18th May 2023
The Cabinet, chaired by Prime Minister Hon. John Briceño, met on 17th May 2023.
Cabinet continued the discussion on ways to address the rising cost of living. It was requested that the Minister of Agriculture convenes a meeting with importers and suppliers to discuss ways to reduce the cost of major food items as well as inputs used to produce locally made food products and to propose recommendations to reduce the cost of living for Cabinet's consideration.
After a full discussion on the sugar industry and the revelation that for two years the Belize Sugar Cane Farmers Association (BSCFA) had not benefited from premiums derived from fair trade, Cabinet approved BZ$1 million in subsidies for the association to be used for fertilizer to improve crop yield.
Cabinet requested that the Financial Secretary instruct the Belize Tax Services to check into businesses that continue to charge tax on feminine products. These became GST-exempt effective 1st April with a grace period of one month for products that were already in stock to be depleted.
Cabinet continued the discussion on the establishment of the Belize Government Lotteries Ltd., a government-owned company, and approved the introduction of amendments to the Lotteries Act to accommodate for government to sell lotteries nationwide. These amendments will be introduced at the next sitting of the House of Representatives scheduled for 19th May 2023.
Cabinet gave its approval for the Minister of Blue Economy and Civil Aviation to sign a memorandum of understanding on Deepening Blue Economy Cooperation with the Government of Barbados, through its Ministry of Environment and National Beautification, Green and Blue Economy. The MOU will strengthen the knowledge capacity in the blue economy, broaden and expand relations between the extensive scientific and technological communities, and strengthen cooperation between both countries in areas of mutual benefit.
Finally, Cabinet gave its recommendation on several legislative amendments to be tabled at Friday's sitting of the House of Representatives.

Cabinet Brief 29th June 2023
The Cabinet, chaired by Prime Minister Hon. John Briceño, met on 28th June 2023.
- Cabinet received an update from the Minister of Agriculture on actions to address the rising cost of living and recommended amendments to the Supplies Control Act, which includes measures to address the escalating cost of goods. Using a ticketing mechanism for violations, government will be able to ensure compliance with the Prices Regulations.
Additionally, Cabinet approved a review of the current list of regulated goods and agreed to the expansion of the list of goods subject to regulation under the Supplies Control Act. This list will consist of over 40 items including food and non-food items.
- Recognizing the potential for growth in the shrimp industry, Cabinet declared it as important to the socio-economic development of Belize and approved the allocation of BZ$6 million in financing, through the Development Finance Corporation, to lend shrimp growers at an interest rate of 5.5 to 7.5 percent. Government also endeavours to request that Belize Electricity Limited applies the industrial rate to the shrimp farms.
- To further assist in the protection of the environment and to ensure that standards are implemented for the licensing of marinas, Cabinet approved the drafting of regulations for marinas and for amendments to the Harbours and Merchant Shipping Act. This is for a provision for the creation of regulation of marinas which shall include, but is not limited to, the creation of new and existing marinas.
Cabinet also approved the establishment of a subcommittee of the Maritime Technical Committee to create legislation for the development of nautical tourism, in particular, the pleasure yachting and super yacht industry in Belize.
- Finally, Cabinet congratulates all the 2023 elementary, secondary and tertiary graduates.
Cabinet also congratulates the student-athletes from Stella Maris School, who represented Belize at the Special Olympics World Games in Berlin, Germany, winning silver and bronze medals.

Cabinet Brief 13th July 2023
The Cabinet, chaired by Prime Minister Hon. John Briceño, met on 12th July 2023.
- Cabinet considered and approved the enactment of legislation to improve traffic safety and traffic law enforcement aimed at reducing the number of traffic incidents and fatalities on Belize's major roads and highways. To this end, the legislation will strengthen regulations to require drivers and front seat passengers to wear seatbelts and introduce legislation to ban the use of electronic devices while driving and allow the use of speed-measuring devices.
- Cabinet gave its approval for the Central Bank of Belize to print new currency notes and instructed that the new notes bear the image of Belize's National Heroes ─ Rt. Hon. George Price and Hon. Philip Goldson.
- To expand market surveillance to ensure compliance with price regulations, Cabinet requested that the Attorney General prepares regulations to allow for the issuance of tickets and to authorise the Controller of Supplies to issue tickets for those in violation of these regulations.
- The Prime Minister received a copy of the proposals for redistricting from the Elections and Boundaries Commission. After a review of the report, Cabinet discussed the matter and expressed serious concerns about the recommendations made by the Commission. The report will be tabled in the National Assembly for debate.
- Having been apprised of the recent decision of the Heads of Government of CARICOM on the free movement of CARICOM nationals and aware of the numerous benefits that it would contribute to the overall development of the region, including Belize, Cabinet gave its approval for Belize to support the full free movement of CARICOM nationals by 2024 with a list of exceptions to be developed by the ministries of Foreign Trade and Labour.
- Cabinet was apprised of the National Nutrition Policy and approved the measures therein that are geared to improving the nutritional status of Belizeans.
- Finally, Cabinet reminds Belizeans that it is the hurricane season and as such should be prepared and remain alert.

The Cabinet, chaired by Prime Minister Hon. John Briceño, met on 15th August 2023.
Cabinet considered and gave its approval for the adjustment of pay scales to streamline salaries for social workers within the Ministry of Human Development, Families, and Indigenous Peoples' Affairs. This will finally address the anomalies that presently exist among social workers hired in the Ministry of Human Development and those under other ministries.
As a part of its ongoing discussion on additional ways to reduce the rising cost of basic food items and the matter of cost of living, especially its effects on the most vulnerable, Cabinet invited Mr. Lennox Nicholson, Controller of Supplies for the Supplies Control Unit in the Ministry of Agriculture, Food Security, and Enterprise, to report on efforts to address the issue of price-gouging nationwide.
Cabinet agreed to look into a mechanism for opening cooperative stores to provide basic food items at reduced costs to the more vulnerable members of society. To this end Cabinet appointed Hon. Jose Mai, Hon. Orlando Habet, Hon. Dolores Balderamos Garcia and Hon. Henry Charles Usher to meet and return to Cabinet, within a month, to present a concept paper on this important matter.
Cabinet approved the appointment of commissioners for a Commission of Inquiry to commence by the end of August to look into the future modernization of the Sugar Cane Industry. Government also committed to keep the Belize Sugar Industry Control Board and its arms operational with the necessary funding.
The Attorney General briefed Cabinet on the ruling of The High Court in a claim brought by Belize Sugar Industry (BSI) and another party, challenging parts of the Sugar Industry Act, in which the court ruled that parts of the act were unconstitutional. The Attorney General apprised Cabinet that after reviewing the matter, there are good prospects on appeal.
Cabinet was further apprised that representatives of BSI have written the Attorney General indicating their commitment to working with the cane farmers' associations and to continue dialogue on industry issues.
Given this, the Cabinet sub-committee, established earlier this year and headed by Hon. Kareem Musa, was instructed to commence dialogue with BSI and the other stakeholders to ensure the sustainability of the industry.
Cabinet gave its approval for the Blue Economy to finance, through the Inter-American Development Bank, the promotion of sustainable growth-enabling investments. Such investments would enhance the competitiveness of productive sectors and sub-sectors in the blue economy and support the diversification of the economy through the strengthening of fisheries management by expanding to non-traditional fisheries commodities.
Cabinet discussed and gave its support for new regulations to be created for a licensing framework for the electricity sector to expand and restructure the licensing scheme.
Finally, Cabinet reminds Belizeans to remain alert and prepared as we enter the more active portion of the Hurricane Season.

Belize has a terrible reputation with yachties - most advise avoiding Belize. I hope that we can be more welcoming and enjoy a new stream of tourism that the nautical pleasure craft community can bring.

Yes, I agree. I have sailed several times from the states to Honduras and back with stops and stays on Ambergris Caye, Placencia and the various atolls. However, on my last cruise I experienced the Belizean "shakedown" while on my sailboat in Placencia which I have experienced several times in Mexico. I discovered through my government contacts that Belize customs had issued a seizure notice on my vessel because of alleged "improper" vessel documents and "non-existent" paperwork. Out of an abundance of caution, my wife and I sailed to Guatemala and Honduras for several months while the situation was worked out. My vessel documentation was completely in order but the customs official who received my customs fees upon arrival in AC, declared I didn't pay and documents I provided were incorrect. I was informed that, "for a fee the issue would be dropped". As a Belizean, I protested and after contacting higher officials the matter was rectified and the customs official reprimanded. So, sailors be careful and I would video the customs check in procedure upon arrival.
