From what I read in the Chamber meeting notes, progress is being made. The rally looks like a successful event, people are banding together to address the problem and the rhetoric, at least, appears promising.

Kudos to those coming together to deal with the issue. That's what'll fix it--local support and full community participation.

It's up to SP to make the effort. No one else can (or will) do it for them.
