I am of Welsh descent and indeed it is offensive to call a Welsh woman English.

It is similar to a Southener being called a Yankee.

It isn't the worst crime in the world, but its like being called French when you are actually English.

Being called an orange when you are an apple.

Anyway, you guys get my drift.
