Well, I know nothing of roads and how they are built but I like to use them and I own property North around Journeys End and even further North around Mexico Rocks. I don't think this is a road at all but rather a right of way for the electricity poles that are planted there. It just seems to me a good survey and a plan to put the electricity underground, setting out a proper easement, and then and only then putting in the appropriate drainage, substrate and whatever you call the top of the road (crown) with assiduous maintenance would fix the problem. I don't see why this could not be financed if necessary by a toll road system that was monitored and appropriate fees charged to heavy vehicles. I think most of the property up that way is owned either by foreigners or corporations and I believe if put together properly (without political influence peddling) this could be financed and accomplished.
