Slowing dow traffic can and should be done by getting the traffic officers to enforce the speed limit. To date I have only seen them handing out parking tickets and looking for registration & insurance stickers. It's time that they are given a mandate to control speed.
I agree we have speeders - but the idea of installing a $150,000 eyesore to slow down vehicles is a ridiculous way to approach control. It's like getting a haircut with a screw-driver. It just doesn't work.
