The tidal flow has been cut off totally to the north side of the lagoon where the water has turned brown. The only way to keep that area fresh and clean is to quickly install the culverts. They do not do much good sitting on the dock.
Why would the developer possibly want to alienate so many people to a project that could be rationally supported? I just do not get it. Almost like a child having a temper tantrum when they get most of what they want but not all of what they want.
