I know elbert. I do realize that it isn't that way now and that the problem is immediate.

What I'm so poorly trying to express (probably along with other non-residents), is that along with complaining as each individual situation arises, something should be incorporated long term.

Why waste energy campaigning and flailing against something that you cannot change? Put that energy towards getting things changed so that developers DO have that obligation and are aware of it even prior to acquiring land on spec.
